China Energy Engineering Group Guangdong Electric Power Design Institute (hereinafter referred to as Guangdong Institute) was established in 1958. It is a high-tech enterprise with a registered capital of 400 million RMB, and is a typical "three-high" modern service enterprise characterized by high-tech talents, high technological content, and high added value. It is a large-scale design enterprise with national comprehensive Class A qualifications. It has been selected as one of the Top 60 Chinese Engineering Design Enterprises for six consecutive terms, ranking second in the national power design industry.
Guangdong Institute has over fifty years of experience in power engineering survey, design, consultation, general contracting, and project management, with outstanding professional advantages especially in power system planning, thermal power, nuclear power, new energy and environmental protection, high-voltage and ultra-high-voltage transmission and transformation engineering survey, design, consultation, supervision, geotechnical engineering, and general contracting.
Based on the power industry, Guangdong Institute can undertake engineering consultation, survey and design, general contracting, project management, and related technical services in 21 industries including construction, nuclear industry, coal, chemical and pharmaceutical, petroleum and natural gas, electronic communication and broadcasting, railway, highway, municipal engineering, water conservancy, and marine. It has now become the main technical service and technical support unit for China Southern Power Grid, Guangdong Power Grid, and major domestic power generation companies. It has undertaken or participated in the construction of key national projects such as Ling'ao Nuclear Power Station, Hongyanhe Nuclear Power Station in Liaoning, Taishan Nuclear Power Station, Haimen Power Plant, and the Yunnan-Guangdong ±800 kV UHV DC transmission project, with outstanding engineering achievements and technical levels.

Introduction to General Contracting Project Management
To achieve the strategic goal of "rooted in Guangdong, facing the nation, and going global as an international engineering company," in recent years, Guangdong Institute has vigorously expanded its engineering general contracting business, introduced internationally accepted management models, combined with national conditions and practical experience in power construction, established and improved a matrix-type general contracting management system. A general contracting business sector was established, led by the General Contracting Project Management Department and composed of the Procurement Department, Construction Management Department, and Cost Department, achieving management and control over the entire process of design, procurement, and construction, and providing full-process service capabilities for engineering projects. The business covers multiple fields such as thermal power, wind power, nuclear power, power transmission and transformation projects, industrial and civil construction, and network communication. It has successively won 4 silver key, copper key, and excellence awards for general contracting projects, as well as the "Excellent Contractor" award presented by owners. At the same time, it actively responds to the "going global" strategy of China Southern Power Grid and vigorously expands overseas general contracting business. It has successively undertaken multiple large-scale power generation general contracting projects in countries such as Vietnam, India, and Iran, including large-scale projects like Vietnam's Vinh Tan Power Station and Coastal Power Plant.
Guangdong Institute always emphasizes the establishment of advanced project management systems and project management teams. It has established an "advanced, applicable, standardized, and flexible" general contracting project management system based on the project manager responsibility system, formed matrix-type project management teams (see the typical project management team organizational chart for details), implemented a schedule and cost integrated control system with "earned value management" at its core, and implemented a design management and assessment system centered on "optimized design and limit design." Combining its own survey and design technical advantages, it has formed an advanced general contracting management model with "design as the leading factor."
In recent years, Guangdong Institute, with design as the leading factor, has undertaken more than 70 general contracting projects using BOT, EPC, EP, PM, and other implementation models, with total cumulative contract amounts approaching 20 billion RMB. Among these, contracts for power generation projects total approximately 14 billion RMB in investment, transmission and transformation projects approximately 1.2 billion RMB, civil construction projects approximately 2.6 billion RMB, and network communication projects approximately 1 billion RMB.
Guangdong Institute's general contracting business always adheres to high-quality services and high-end technology, winning trust from owners in both domestic and international markets. The expected contract amount for 2010 is approximately 5 billion RMB, and for 2011, approximately 7 billion RMB.
