China International Engineering Consulting Corporation (abbreviated as "CIECC", English abbreviation CIECC) is a central backbone enterprise managed by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), and one of the largest comprehensive engineering consulting institutions in China. Its business covers the main industries of the national economy and is divided into five major sectors: planning consulting, consulting evaluation, management consulting, engineering management, and investment and financing planning. It holds Grade A comprehensive engineering consulting credit, professional/specialized engineering consulting credit, engineering cost and other professional credits, and has passed ISO14000, OHSAS18000 and other system certifications. Since its establishment in 1982, it has played an important advisory role for the central government in the decision-making and implementation of major national construction projects, and has also provided a large number of consulting services to local governments, enterprises and institutions and other users. To date, it ranks 55th among the 98 central enterprises managed by SASAC. As a national think tank and an important consulting service unit for the scientific decision-making of the central government's investment and construction projects, CIECC will continue to provide high-quality, efficient and excellent consulting services to the country, enterprises and society. The Southwest Branch is a subordinate management business division managed by CIECC Engineering Co., Ltd. As the company's strategic layout and external window in the Southwest region, it was established in Jiangbei District, Chongqing in September 2024. It consists of five core departments: Innovation Consulting Center, Engineering Management Department, Cost Consulting Department, Tendering and Bidding Department, and Investment Promotion and Operation Department. The Innovation Consulting Center can provide local governments with the most cutting-edge, professional, operable and implementable suggestions and implementation plans for scientific decision-making in major strategic planning, major project planning, planning and design, etc.; the Engineering Management Department stays at the project site to provide owners and projects with professional project supervision support, project management services, etc.; the Cost Consulting Department is responsible for project budgeting, bill of quantities preparation, cost control, contract management, etc., and participates in the whole-process cost consulting services of the project; the Tendering and Bidding Department is responsible for project information collection and analysis, and is an important window for the company to obtain projects and business; the Investment Promotion and Operation Department provides local governments with diversified, professional and one-stop services such as front-end consulting, industrial investment promotion, project incubation, and landing services. As an innovative pilot to open up the "last mile" of CIECC consulting, the Southwest Branch actively explores the business cooperation model of "CIECC consulting + local government + capital + project", and gradually builds an open, win-win, mutually beneficial and trustworthy cooperation platform.
