Hunan Agricultural Credit Financing Guarantee Co., Ltd. is a wholly state-owned policy-oriented guarantee institution, funded and managed by the Provincial Department of Finance, and its business is jointly managed and guided by the Provincial Department of Finance and the Department of Agriculture and Rural Affairs. The company was restructured and established in March 2017. Adhering to policy orientation, focus, and independence, it mainly provides guarantee services for "three rural" financing across the province, including agricultural production (including agriculture, forestry, animal husbandry, fishery production and farmland construction) and industry integration projects directly related to agricultural production (referring to projects within the county area that provide agricultural materials, agricultural technology, agricultural machinery, agricultural product procurement, storage and preservation, sales, primary processing, and new agricultural business forms to agricultural producers), with emphasis on supporting the production of important agricultural products such as grain and hogs.
The company is the province's agricultural guarantee institution, with registered capital of 2.1 billion yuan, and outstanding grassroots and rural service capabilities. The company has always complied with the requirements of the Provincial Party Committee and Provincial Government, charging guarantee fees at the province's optimal rates, benefiting "three rural" through low-fee policies, and supporting "three rural" development through guarantee financing.
The company has always taken "focusing on three rural, benefiting Sanxiang" as its mission, striving to build an agricultural guarantee system covering the whole province, and will contribute more to promoting county economic development, advancing agricultural supply-side structural reform, helping poverty alleviation, and boosting the implementation of the "rural revitalization strategy".
