辽阳市垃圾焚烧发电项目是以模式实施的民生工程项目，由光大环境独资组建的项目公司（光大环保能源（辽阳）有限公司）负责投资、建设和运营维护，项目位于辽阳市宏伟区兰家镇泉水村大西沟（垃圾填埋场以南），占地79033平方米，特许经营权30年（含2年建设期），项目建设规模为日处理生活垃圾1200吨，对辽阳市各区县的生活垃圾进行;无害化、减量化、资源化;综合处理。项目投产运营后，将为辽阳市每年处理生活垃圾约43.8万吨，输送绿色电力约1.51亿度，从根本上改变辽阳生活垃圾填埋场的现状，改善城市综合环境。
