Chongqing Shipping Construction and Development (Group) Co., Ltd. is a city-wide water transport infrastructure construction investment and financing enterprise approved by the Chongqing Municipal Government in 2003 and funded by the Chongqing Municipal Transport Bureau, established by the Chongqing Municipal Party Committee and Municipal Government to build a shipping center on the upper reaches of the Yangtze River. At the end of 2019, it was wholly transferred to Chongqing Expressway Group Co., Ltd. Its main business is investing in, constructing, operating, and managing shipping infrastructure and clean energy on major rivers in Chongqing.
Over the 20 years since its establishment, under the strong leadership of the Chongqing Municipal Party Committee and Municipal Government, the Chongqing Municipal Transport Bureau, and Chongqing Expressway Group, and with the strong support of all sectors of society, in accordance with the mission and tasks assigned by the municipality and the Ministry of Transport of "focusing on navigation, combining navigation and power generation, promoting navigation through power generation, and rolling development," it has earnestly shouldered the responsibility as the main force in the city's water transport infrastructure construction. It has completed a cumulative investment of more than 20 billion yuan, built 5 navigation-power hubs including Caojie on the Jialing River, implemented waterway regulation of 11 important tributaries including Xiaojiang, an important tributary in the Three Gorges Reservoir area, upgraded and improved more than 600 kilometers of waterways, added 750,000 kilowatts of hydropower installed capacity, and provided nearly 3.6 billion kilowatt-hours of clean energy each year. It has built 9 ports and wharves including Wanzhou Xintian Port, adding nearly 15 million tons of annual port cargo throughput capacity. It has fully activated the city's water transport infrastructure construction market and made outstanding contributions to advancing the construction of a shipping center on the upper reaches of the Yangtze River.
