Under the background of the state vigorously advocating the government to purchase services from the market and the vigorous development of third-party testing institutions, Hubei Provincial Physical and Chemical Analysis and Testing Center was invested and established by Hubei Provincial Scientific Equipment Company on May 21, 2012. The center is a third-party analysis and testing institution focusing on environmental protection. Its nature is a wholly state-owned enterprise (sole proprietorship) and an independent legal entity. The purpose of establishing the center is not only a choice for the development of the unit, but also to explore a new path for the transformation of public institutions into enterprises. The establishment of the unit has received strong support and assistance from the Provincial State-owned Assets Supervision and Administration Commission, the Provincial Department of Finance and the Provincial Department of Science and Technology. During the construction process, we adhered to reform as the driving force, development as the main line, expanding the market and increasing efficiency as the goal, and comprehensively carried out construction in accordance with the requirements of the "Laboratory Qualification Accreditation Review Criteria" and the "Measures for the Administration of Qualification Accreditation of Laboratories and Inspection Institutions" with "high starting point, high standard, high speed and high quality", and strictly operated in accordance with market mechanisms. The center has CMA accreditation qualification of China Metrology Accreditation and operates and manages in accordance with ISO/IEC 17025.
