In 2000, the Standing Committee of the Shanghai Municipal People's Congress promulgated the "Decision on Strengthening the Management of Basic Communication Pipelines in the City", which stipulated that the construction of basic communication pipelines in the city should be subject to unified planning, unified construction, and unified management, so as to create a favorable network resource environment for communication, cable television, and information service operators to conduct business fairly and impartially. Approved by the Shanghai Municipal Informatization Office, Shanghai Information Pipeline Co., Ltd. (hereinafter referred to as the "Company") is responsible for the construction and operation of intensive information communication pipelines in the city. The Company was established in September 2000 with investment from Shanghai Information Investment Co., Ltd., and currently has a registered capital of RMB 218.18 million, making it a state-owned holding enterprise.
Through intensive construction, the Company has built over 12,370 duct-kilometers of information communication pipelines in the city, connecting to more than 6,300 commercial buildings, residential communities, mobile base stations, enterprises, and public institutions. By leveraging urban infrastructure such as subways and cross-river tunnels of the Huangpu River bridges, the Company has simultaneously constructed a public urban optical fiber network, laying over 11,500 sheath-kilometers of optical cables, forming a high-quality and flexibly customizable metropolitan optical fiber network, fully leveraging the green and intensive advantages of "sharing cables and splitting fibers". The Company's intensive information pipeline network has covered all administrative districts and major new towns in the city, and its transmission access network has basically covered major commercial areas, industrial parks, and development zones in Shanghai.
As a major enterprise in Shanghai specializing in the investment, construction, operation, and management of public information infrastructure such as information pipelines, urban optical fibers, and shared equipment rooms, the Company currently provides information communication pipeline networks, transmission optical cables, and transmission access channels for commercial buildings, residential communities, and mobile base stations to various communication, cable television, and information service operators. It also offers point-to-point (or multi-point) optical fiber access services for private network operators, along with corresponding pipeline and optical fiber operation and maintenance services.
