CSCEC 4th Bureau

China Construction Fourth Engineering Bureau Co., Ltd. (hereinafter referred to as "CSCEC 4th Bureau") was established in 1962. It is a key subsidiary of China State Construction Engineering Corporation (CSCEC), which ranks 13th among the Fortune Global 500. It is the only major large-scale company under China State Construction Group with its headquarters in Guangzhou, and a large-scale comprehensive investment and construction group under the central government based in Guangdong. The company currently has over 30,000 employees. In addition to its headquarters in Tianhe District, Guangzhou, eight of its fourteen major production units are based in Guangdong, with more than 10,000 employees in the province. After 60 years of development, CSCEC 4th Bureau has achieved an annual contract amount exceeding 300 billion yuan and annual operating revenue of nearly 150 billion yuan. It holds over 170 qualifications, including general contracting qualifications for housing construction, municipal engineering, and highway construction (special grade), as well as Class A design qualifications for architecture, municipal engineering, and highway (known as "Three Special and Three Class A"). Its business scope covers engineering construction (housing construction, infrastructure construction), investment and development (real estate development, construction financing, holding and operation), survey and design (research, survey, design, consultation), and new businesses (green construction, energy conservation and environmental protection, e-commerce), among other fields. Since 1991, CSCEC 4th Bureau has been rated as a "Guangdong Province Contract-Honoring and Credit-Trustworthy Enterprise" for 30 consecutive years and has been awarded the title of "First Batch of National Construction Industry AAA-Level Credit Enterprises." In the housing construction field, CSCEC 4th Bureau has developed characteristics of being "high, large, precise, deep, and innovative," having built landmarks such as Guangzhou East Tower, Guangzhou West Tower, and Shenzhen Kingkey 100, constructed super-large residential projects like Guiyang Huaguoyuan and Guiyang Future Ark, and undertaken numerous exhibition venues and livelihood projects including Hangzhou Convention and Exhibition Center, Xiamen New Gymnasium, and Guangzhou Cantonese Opera Theater. These meticulously crafted classic works have transformed wastelands into "urban reception halls," contributing to urban prosperity and shaping the history, present, and future of urban architecture. CSCEC 4th Bureau promotes the transformation and upgrading of infrastructure businesses, with the 130-kilometer Zhengxi Expressway, 107-kilometer Shisuo Expressway, and 160-kilometer Chishui River Valley Tourist Highway traversing mountains and spanning the southwest. The Lanshang Expressway, Guiyang East Second Ring Road, Taiyuan-Zhongwei-Yinchuan Railway, Chongqing-Guizhou Railway, and Anhui Wuhu Yangtze River Bridge are like flying dragons that turn natural barriers into thoroughfares. The Harbin-Dalian High-Speed Railway, Wuhan-Huanggang Intercity Railway, Shenzhen Metro Line 9, Foshan Metro Line 3, and Guangzhou Fangcun-Baiyun Intercity Railway connect distant places with happiness and lead China's new urban speed. CSCEC 4th Bureau adheres to technological leadership and green construction, building an industrial chain with design, construction, and R&D as the core, covering the entire construction process. It has put into operation the CSCEC·Smart Manufacturing (Huadu) Base and (Dongguan) Base, promoted the construction of the Bay Area Low-Carbon Science and Innovation Smart Manufacturing Park, actively carried out research on key technologies for sponge cities, and expanded into the "new city construction" industry, including low-carbon building technology R&D, prefabricated intelligent construction, digital design, green new building materials, and low-carbon photovoltaic technology. It has won over 150 provincial- and ministerial-level science and technology awards and has been granted over 2,000 authorized patents. CSCEC 4th Bureau actively expands overseas markets. Since the 1980s, it has moved from mountains to the sea, and from the sea to the world, with footprints in 35 countries globally. It has participated in key projects under the Belt and Road Initiative, such as post-tsunami reconstruction in Indonesia, the Medan Expressway, Hengtong factories, and the Phnom Penh Star Mallay Commercial City, forming an overseas business layout currently focusing on Southeast Asia. Always mindful of its original mission as a central enterprise, CSCEC 4th Bureau voluntarily undertook construction of emergency projects during the pandemic, including Wuhan Leishenshan Hospital, central-government-aided Hong Kong emergency hospitals, and over 40 emergency facilities in Guangzhou, Xiamen, Guiyang, and other places. In the mountainous areas of Guizhou, it invested over 40 million yuan in relocation for poverty alleviation and industrial poverty alleviation. Facing natural disasters, it has been at the forefront of disaster relief, demonstrating the responsibility of a central enterprise.
