Xiamen Municipal Engineering Design Institute Co., Ltd. (hereinafter referred to as "Xiamen Municipal Engineering Institute") is a professional municipal engineering design institute, formerly the municipal design office established by Xiamen Urban Construction Bureau in 1982. In 1991, it was transformed into Xiamen Municipal Engineering Design Institute as a public institution. In 2004, it was privatized and restructured into Xiamen Municipal Engineering Design Institute Co., Ltd. In May 2014, it entered into an equity cooperation with Suzhou Communications Science and Technology Group (JSTI) and became a controlled subsidiary of JSTI, marking a new stage of rapid development and standardized management. The institute possesses strong technical capabilities and comprehensive professional configurations, holding Grade A municipal industry design qualification issued by the Ministry of Housing and Urban-Rural Development and Grade A engineering consulting qualification issued by the National Development and Reform Commission. It also holds qualifications for landscape architecture engineering design, highway engineering, building engineering, and engineering surveying. The institute mainly engages in planning, design, consulting, and survey of urban roads, highways, bridges, tunnels, water supply and drainage, gas, heating, transportation, sanitation, landscaping, and industrial and civil buildings. The company has a well-established departmental structure and comprehensive management systems and processes, having passed ISO9001 quality system certification in February 2003 and been recognized as a high-tech enterprise in 2013. The leapfrog development of the west coast of the Taiwan Strait provides good opportunities for the company's growth. With a professional team and strong technical advantages, it has completed over 1,500 engineering survey and design projects, with total investment approaching 100 billion yuan. Among these are more than 30 urban arterial roads, over 50 urban bridges and tunnels, over 150 supporting municipal engineering projects for residential areas, over 20 flood control and drainage projects, and thousands of kilometers of pipelines. Over the years, it has received multiple provincial excellent design awards. Representative design projects include: Shugang Road, Xianyue Road, Xiamen BRT, Shifu Avenue, Lujiang Road, Huandao Road, Zhongshan Road, Xianhuang Road, Huandao Main Road, Shugang Road Viaduct, Xianyue Road Viaduct, Hubin North Road Interchange, Tong'an Yinhu Bridge, Longyan Jiangshan Tunnel, comprehensive improvement project of Eastern Coastal Area, Tong'an Industrial Concentration Zone, Torch Xiang'an Industrial Zone, Huancheng North Road project in Binhu New Area of Hefei, Longchuan Road of Hefei High-speed Railway South Station, Fanhua Avenue, etc. The company has always attached importance to survey and design quality, focusing on the work goals of "quality-based establishment and technology-driven development", continuously improving management systems and processes. It obtained ISO9001 quality system certificate in March 2002. The company was awarded the honorary title of "Civilized Institute" in the first survey and design industry by Fujian Provincial Department of Construction, and has been repeatedly designated as a unit exempt from design quality inspection. It has been rated as "Advanced Planning and Design Unit" by Xiamen Municipal Construction Administration Bureau, and has received honors such as "Science and Technology Progress Award", "Double Civilization Construction Unit", and "Advanced Grassroots Party Organization" from Xiamen Municipal Garden and Forestry Bureau. In May 2014, the company completed equity acquisition with Jiangsu Provincial Transportation Research Institute Co., Ltd. (referred to as "JSTI") and became a controlled subsidiary of JSTI. JSTI is the first listed engineering consulting enterprise in China, with business areas covering highways, municipal engineering, hydraulic engineering, urban rail transit, railways, aviation, construction, and environmental impact assessment, forming an enterprise group with planning consulting, survey and design, scientific research, testing, quality management consulting, and core businesses in R&D of new materials, new technologies, and new products. Its business covers the whole country and it has been listed in the "Top 60 Chinese Engineering Design Enterprises" selected by ENR/Construction Times for five consecutive years.
