东北中小企业融资再担保股份有限公司是由国家发改委和原国务院振兴东北办等联合发起，财政部、中国进出口银行、辽宁省、吉林省、黑龙江省和内蒙古自治区政府共同出资设立的政策性区域再担保试点机构，是东北四省区合作框架协议中明确合作推动发展的机构。公司于2008年2月25日在北京人民大会堂揭牌成立，注册资本30.52亿元，总部设在长春市，下设辽宁分公司、吉林分公司、黑龙江分公司和内蒙古分公司。
