1977
. Originally a directly affiliated enterprise of the Shanghai Municipal Water Authority, it is now a holding subsidiary of China Chemical Engineering Construction Group under China National Chemical Engineering Group. It possesses dual first-class general contracting qualifications for water conservancy and hydropower and municipal public works, as well as multiple second-class qualifications in building engineering, port and waterway, foundation treatment, decoration, mechanical and electrical installation, and steel structures. As a large state-owned construction enterprise group, it is centered on water conservancy engineering construction and has comprehensive capabilities across the entire industry chain, including investment and development, planning and design, general contracting, and operation and maintenance. The company has passed certifications such as National High-tech Enterprise, AAA credit evaluation in the national water conservancy construction market, and the first-level unit of safety production standardization for water conservancy by the Ministry of Water Resources. From 2017 to 2022, it was awarded the highest honor in Shanghai's construction industry, commended by the municipal party committee and municipal government, for six consecutive years—the Shanghai Key Project Real Affairs Merit Competition Gold Cup Company. It has also been rated as a National Excellent Water Conservancy Enterprise, Shanghai Civilized Unit, and a recipient of the Shanghai May Day Labor Award for multiple consecutive years.
