I. Historical Development
Hubei Zhongxin Certified Public Accountants Co., Ltd. (hereinafter referred to as "Hubei Zhongxin Firm" or "the Company") is a council member unit of the Hubei Provincial Institute of Certified Public Accountants. It was established in June 1993, initially founded by experts and professors from the School of Economics and Management of Wuhan University, inheriting the history and culture of "Zhongzheng Renhe, Xinda Tianxia" (Integrity, Harmony, Trustworthiness, and Global Reach) from Zhongxin Certified Public Accountants, which was originally founded during the Republic of China period. Having been engaged in accounting and auditing work for over 30 years, the Company practices with integrity and emphasizes quality. Neither the Company nor any of its certified public accountants has ever received industry self-regulatory sanctions, nor have they received criminal, administrative, or disciplinary penalties from relevant authorities. In recent years, the Company has consistently ranked high in the comprehensive ranking of the top 100 accounting firms in Hubei Province, having been among the top 15 for six consecutive years. In 2023, it ranked 10th in the comprehensive top 100 ranking of certified public accounting firms in Hubei Province.

II. Main Technical Strength and Practice Areas
After more than 30 years of development, Hubei Zhongxin Firm has gradually grown into a medium-sized accounting firm in the region that integrates professionalization, standardization, branding, and scaling, with 108 employees currently. Among them: 16 certified public accountants, 3 senior members of the Chinese Institute of Certified Public Accountants, 4 senior accounting talents, and 4 adjunct professors or visiting professors at provincial and municipal universities and colleges. There is 1 municipal people's congress representative, 1 municipal CPPCC member, and 1 district CPPCC member.

V. Major Honors
After more than 30 years of development, the Company has successively cultivated a professional team with fine work styles, solid professional quality, and strong professional capabilities, deeply recognized by the industry and clients. It has made due contributions to regional economic development and has also received recognition and commendations or praise from government functional departments at all levels and numerous clients. It has received honorary titles awarded by organizational departments. For example: in 2011-2012, the Company was successively awarded the honorary title of "Hubei Provincial Civilized Accounting Firm" and received the honor of "2018 Wuhan Jiangxia District Government Procurement Agreement Supplier." In 2017 and 2018, it was consecutively rated as "Advanced Party Branch of Hubei Provincial Certified Public Accounting Industry" and "Advanced Grassroots Party Organization." In November 2019, it was named by the Party Building Work Leading Group of the CPC Wuhan Municipal Committee as the only "Demonstration Grassroots Party Organization" among municipal-level accounting firms. From 2020 to 2023, it was consecutively rated by the CPC Hubei Provincial Certified Public Accounting Industry Committee as "Advanced Grassroots Party Organization of the Provincial Certified Public Accounting Industry" and other honorary titles. In 2023, it was named by the Communist Youth League Hubei Provincial Certified Public Accounting Industry Working Committee as the first "Provincial Certified Public Accounting Industry Youth Civilization."

VI. Emphasis on Practice Quality Management and Professional Contributions
To meet the needs of standardized management and high-quality sustainable development of the firm, the Company has established and improved its organizational structure in accordance with modern enterprise systems and industry regulatory governance requirements. To ensure business quality, it has separately formulated and promulgated a series of management and control systems, including professional ethics standards, business review management measures, business work management systems, and various audit practice guidelines and operation guidance blue books, strengthening management in work assignment, guidance and supervision, business acceptance, monitoring, and working paper review. To ensure the effectiveness of business management and improve personnel quality, the Company has separately established a Quality Standards Center (with Quality Control Department, Technical Standards Department, and Training Department under it), responsible for quality control review, supervision and guidance, and personnel training for business personnel and projects.

The Company has established a Party branch and various mass organizations (Youth League branch, labor union, women's federation, united front liaison officers), advocating the work goal of "promoting business, cultural construction, and healthy talent development through Party building." It has created a team-building work method of "building branches on the company level," emphasizing political training and guidance for talents and young employees, especially the guidance and supervision of the political stance, comprehensive quality, and professional ethics of backbone employees among practitioners, fully leveraging the exemplary and leading role of Party members and League members in projects. As of 2023, nearly 40% of the Company's on-duty professional backbone personnel are Party members, League members, or activists, who have played an exemplary and leading role in major projects of the Company.

In its continuous development process, the Company always upholds its professional ideals and never forgets its social responsibilities, persistently carrying out the "Heng'ai Series Public Welfare Activities." Since 2016, the Company has annually carried out activities such as "Rebuilding Homes for Disaster Victims, Employment Poverty Alleviation, Enterprise-Village Pairing, Intellectual Assistance, Charitable Donations, Xinjiang Trip for Ethnic Unity Poverty Relief, and Zhongxin Anti-Epidemic Public Welfare Donations," receiving unanimous praise from industry regulatory authorities and all sectors of society.
