Zhongchang Supervision

Origin: In 1988, Xie Weisun, the chief supervision engineer of the Nanchang Bridge project under a World Bank loan, explored and established a construction supervision system with Chinese characteristics in accordance with the FIDIC model. The World Bank granted signing authority (the first case for a Chinese engineer). The Ministry of Construction issued a document to promote the Nanchang Bridge supervision experience nationwide, and the Ministry of Transport incorporated it into training materials for transport supervision engineers. It is a construction supervision unit in Jiangxi Province and even the whole country that started early and at a high level. Founding: In 1992, company founder Xie Weisun was ordered to establish Nanchang Urban Planning and Construction Consulting Supervision Company (a state-owned enterprise), without spending a single cent of state funds. The purpose of the venture was to implement the Party and state reforms of the construction management system, explore and pioneer the establishment of a socialist construction supervision undertaking with Chinese characteristics, build a consulting and supervision team with good political quality, fair conduct, superb technology, capable management, and good coordination, and improve the overall investment level of construction projects. The competent authority was the Nanchang Urban and Rural Construction Bureau. In 1997, it took the lead in the same industry nationwide in restructuring into a joint-stock enterprise with state shares, shares held by a social organization legal person (China Construction Supervision Association), and employee controlling shares, and changed its name to "Jiangxi Zhongchang Engineering Consulting Supervision Co., Ltd." In 1998, the competent authority was the Nanchang Urban and Rural Construction Committee. In 2000, the company still did not spend a single cent of state funds. According to the arrangements and requirements of the Nanchang Municipal Party Committee, Government, and Municipal Construction Committee, it carried out "dual replacement" to transform the state-owned enterprise into a private enterprise, providing high-intelligence knowledge-intensive technical services such as consulting, supervision, and bidding agency services for construction projects. In 1995, a Party branch was established. In 2005, the Committee of the Communist Party of China of Jiangxi Zhongchang Engineering Consulting Supervision Co., Ltd. was established, affiliated with the Party Committee of the Nanchang Urban and Rural Construction Committee. Business scope: engineering consulting (including whole-process consulting), construction supervision, urban planning and design, engineering project management (agent construction), engineering testing, engineering cost consulting, bidding agency.
