Hua Jie Engineering Consulting Co., Ltd. (CHELBI Engineering Consultants, Inc.) was established in 1984, jointly invested by CCCC Highway Consultants Co., Ltd. (formerly the Highway Planning and Design Institute of the Ministry of Communications), a wholly-owned subsidiary of China Communications Construction Company (a Fortune Global 500 company), and Louis Berger Group, Inc. from the United States. It is the earliest Sino-foreign joint venture engineering consulting company in China. The company primarily engages in transportation planning, survey and design, bidding agency, traffic safety research, and project management. It holds Class A qualification certificates for highway industry (highway, super-large bridges, extra-long tunnels, traffic engineering) design, comprehensive Class A engineering survey, Class A engineering consulting, Class A engineering bidding agency, and Class A bidding agency for central government investment projects. It has passed ISO9001 series quality management system certification and established a quality management system covering all business areas. Currently, it has 7 business divisions, 3 professional offices, and 5 branch companies.
