China Academy of Safety Science and Technology

China Academy of Safety Science and Technology (hereinafter referred to as China Academy of Safety Science) is a comprehensive and public-welfare scientific research institution directly under the State Administration of Work Safety, with the purpose of implementing the strategy of revitalizing safety through science and technology, promoting safety production scientific and technological progress and innovation; and with the main direction of carrying out basic, comprehensive, and forward-looking scientific research in the safety field, and solving major technical key issues such as major accident prevention, monitoring, early warning, and emergency rescue. China Academy of Safety Science adheres to the development approach of scientific research innovation, technical support, talent cultivation, and achievement promotion, providing scientific and technological support for government safety supervision, technical services for enterprise safety production, occupational health, emergency management, and safety of key engineering projects, carrying out academic exchanges in safety science and technology, and cultivating outstanding talents in the field of safety production. China Academy of Safety Science currently has more than 400 employees, including 72 doctors (including 10 postdoctoral fellows), 111 masters, and 115 researchers with senior professional titles. Among the in-service researchers, 3 have been selected as candidates for the New Century Hundred-Thousand-Ten-Thousand Talent Project, 5 enjoy special government allowances, 1 is a national young and middle-aged expert with outstanding contributions, and 2 are leading talents in scientific and technological innovation for young and middle-aged people. To strengthen the talent team and cultivate outstanding young academic leaders, the Academy implemented the "Outstanding Young Scientific and Technological Talent Project" in 2008. In 2008, the Academy was approved to establish a postdoctoral research workstation, marking a new stage in the Academy's scientific research and talent team construction. During the "Eleventh Five-Year Plan" period, China Academy of Safety Science undertook research projects and safety production planning tasks commissioned by ministries and commissions such as the State Administration of Work Safety, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Emergency Response Office of the State Council, as well as local governments in Beijing, Chongqing, Qingdao, etc., providing scientific and technological support for scientific decision-making by central and local governments. It successively completed major national projects such as the Three Gorges Project, the middle route of the South-to-North Water Diversion Project, and the Qinshan Phase III Nuclear Power Plant, as well as major accident safety monitoring system projects, emergency rescue system construction and emergency plan preparation, major hazard identification and evaluation, risk assessment and safety planning, occupational hazard evaluation, and occupational safety and health management system consultation and certification for some large enterprises; conducted subway safety evaluations in more than ten cities including Beijing, Tianjin, Guangzhou, Nanjing, Shenyang, and Dalian, providing safety technical guarantees for subway construction and operation. China Academy of Safety Science undertook the construction of two professional centers, "Non-Coal Mine Safety Production Technical Support Center" and "Workplace Occupational Hazard Supervision Technical Support Center," and eight laboratories, established the "Sino-Japanese Cooperative Respiratory Protection Laboratory" and the "Safety Engineering Technology Testing and R&D Base," and continued the construction of the safety engineering technology testing and R&D base during the "Twelfth Five-Year Plan" period. China Academy of Safety Science actively carries out international academic activities in the field of safety production, seeks bilateral or multilateral international cooperation projects; combines domestic safety production hot and difficult issues, organizes various technical training and inspection activities, goes to industrialized countries to learn and understand the latest technologies and development trends in the safety production field, and improves the Academy's scientific research capability and researchers' academic level. It has successfully carried out multiple cooperation projects such as the Sino-Japanese cooperative "Plan for Strengthening China's Safety Production Science and Technology Capability Project" and the "Occupational Health Capacity Building Project." The report of the 18th National Congress of the Communist Party of China clearly pointed out that "scientific and technological innovation is a strategic support for improving social productivity and comprehensive national strength." China Academy of Safety Science will conscientiously implement the spirit of the 18th National Congress and the instructions of the leaders of the Administration, closely focus on key, difficult, and prominent issues in safety production, organize forces to research a batch of topics, break through a batch of key technologies, transform a batch of achievements, attract and cultivate a batch of safety science and technology leading talents, further enhance safety science and technology innovation and support service capabilities, and make greater contributions to promoting the sustained and stable improvement of China's safety production situation.
