Beijing Huaxia Petrochemical Engineering Supervision Co., Ltd. was established on March 15, 1993, and is one of the first batch of Class A qualification supervision enterprises approved by the construction authority in 1995. The company currently has four Class A supervision qualifications: petrochemical engineering, building engineering, municipal public engineering, and electric power engineering. In 2002, it passed the GB/T19001-2000 quality management system certification, and in 2003, it took the lead in obtaining GB/T24001-2004 environmental management system certification and GB/T28001-2001 occupational health and safety management system certification. In 2004, it achieved the integrated QHSE system certification.

Since its establishment, the company has adhered to the corporate tenet of "people-oriented, enhancing strength, based on petrochemicals, and diversified operations," always aiming for "maximizing customer satisfaction" as its service goal, with the quality policy of "scientific and compliant management, honest and fair service," and the working principle of "law-abiding, honest, fair, scientific, and independent." It has participated in the construction of many large-scale petrochemical engineering projects in China, including the Zhanjiang Dongxing 5 million tons/year oil refinery expansion and renovation project, the Xinjiang Tahe heavy oil technical renovation project, the Hainan 8 million tons/year oil refinery continuation project, the Maoming Petrochemical 1 million tons/year ethylene project, the Nanjing Yangzi Petrochemical 1.6 million tons/year delayed coking and 450,000 tons/year PTA project, as well as projects for Shanghai SECCO, Yanshan Petrochemical, the State Reserve Bureau, the national reserve oil depot base project, and CNOOC's 12 million tons/year oil refinery project, where it undertook supervision and project management work, gaining a good reputation and achieving remarkable results. It has cultivated a professional team with rich project management and supervision experience and formed an effective project supervision and management system.

To ensure the smooth development of engineering supervision and project management business, the company has set up a marketing department, engineering department, technical department, and administrative department. Each project supervision department implements a chief supervisor responsibility system, making them the business and profit centers. The headquarters departments supervise and manage each project department in terms of personnel, funds, facilities, and technology, and provide comprehensive support through a modern office platform, complete system documents, and various management regulations. The company has formed a radiation operation model from top to bottom and from center to periphery, capable of undertaking supervision, project management, and related technical consulting services for various petrochemical projects.

Our company currently has 210 in-service engineering and technical personnel, including 25 with industry chief supervision qualifications, 43 national registered supervision engineers, 87 Sinopec industry registered supervision engineers, 6 national registered consulting engineers, 8 national registered cost engineers, 4 national registered HSE engineers, 8 national registered constructors, 2 national registered quality engineers, 18 national registered equipment supervisors, 6 PMP certificate holders, 48 with senior professional titles, and 112 with intermediate professional titles. The company has sufficient human resources, complete professional matching, and a reasonable age structure. The vast majority of engineering and technical personnel have more than 10 years of engineering project management and supervision experience and have received excellent professional training and on-site practical exercise.
