Shanghai Brilliance Credit Rating & Investors Service Co., Ltd. (hereinafter referred to as "Brilliance Ratings") was established in July 1992. It is one of the earliest established credit rating agencies in China, possessing all qualifications, and enjoys a certain reputation and recognition.
Since its inception, Brilliance Ratings has been based in Shanghai, serving the whole country, and radiating globally. It has provided high-quality and efficient credit rating services for China's real economy, financial institutions, local governments' credit and bond financing, structured financing such as asset securitization, and financing by overseas enterprises issuing panda bonds in China. Its rating business covers all provinces and cities in mainland China, as well as Hong Kong and some overseas countries and regions, encompassing all types of credit rating business.
Meanwhile, Brilliance Ratings has established a comprehensive strategic cooperation with the international rating agency Standard & Poor's, forming a credit rating philosophy and methodology with "international vision and Chinese characteristics," which has effectively promoted the development of China's credit rating industry.

The first credit rating institution nationwide to obtain all qualifications from the People's Bank of China (1997), the National Development and Reform Commission (2003), the China Insurance Regulatory Commission (2003/2013), and the China Securities Regulatory Commission (2007).

Rated China's first local government bond - the local government bond of Guangdong Province (2014).
Rated China's first asset-backed security based on individual housing provident fund loans - Huifu Wuhan Housing Provident Fund Loan Phase 1 Asset-Backed Special Plan (2015); rated the first interbank market securitization project for individual housing provident fund loans - Shanghai Housing Provident Fund 2015 Phase 1 Individual Housing Loan Asset-Backed Security.
In 2016, in the "China Financial Institutions Gold Medal List" selection jointly launched by the authoritative mainstream media "Financial Times" and the top academic research institution, the Institute of Finance and Banking of the Chinese Academy of Social Sciences, Brilliance Ratings won the "Annual Best Bond Credit Rating Agency" award.
