China Railway Construction Corporation 14th Bureau Group Co., Ltd. is a central enterprise affiliated to China Railway Construction Corporation Limited, a Fortune Global 500 company and a leader in the global construction industry. It is a general contracting enterprise with comprehensive construction capabilities for railway super-grade construction, approved by the Ministry of Construction of the People's Republic of China. Formerly known as the Fourth Division of the Railway Corps, it was established in 1947. The Group also holds first-class qualifications for general contracting in housing construction, highways, water conservancy and hydropower, and municipal public utilities; first-class qualifications for specialized contracting in bridges, tunnels, highway subgrades, and highway pavements; second-class qualifications for general contracting in mechanical and electrical installation and mining engineering; and additional qualifications for specialized contracting in urban rail transit engineering. It also holds a class-A qualification for geological disaster prevention and control engineering, approved by the Ministry of Land and Resources. With approval from the Ministry of Commerce, it enjoys foreign trade rights. The Group primarily undertakes various general contracting and specialized contracting projects in railways, highways, municipal works, housing construction, water conservancy and hydropower, bridges, tunnels, airports, mines, subways, and urban light rail. In 2004, the Group entered the high-end market of the construction industry, investing in multiple BT, BOT, and BOO projects. Its project construction management business has been expanding, operating 17 capital operation projects with a total investment of RMB 20.8 billion. The real estate development business has been developing steadily, with investments in 11 residential projects in Huangdao, Laixi, Jiaonan, Yanzhou, Jinan, Nanjing, Tai'an, and Zhangqiu, covering a total construction area of 1.48 million square meters and achieving sales revenue of RMB 5.2 billion. While reaping substantial returns, the Group has successfully entered high-technology and high-barrier construction fields such as underwater shield tunnels and large-diameter shield projects by leveraging its project investment platform. The Group has operated 35 shield projects cumulatively, with contract amounts totaling RMB 26 billion, and has solidified its presence in shield markets represented by Beijing, Nanjing, Wuhan, Qingdao, Yangzhou, and Wuhu, entering 26 cities, 20 of which involve shield construction. Among them, the Nanjing Yangtze River Tunnel represents the highest standard of current large-diameter shield tunnel construction under water in China; the Xiamen Metro cross-sea tunnel is the first cross-sea metro tunnel in China; and the Yangzhou Slender West Lake Tunnel is the world's largest-diameter single-tube double-track shield tunnel. Leveraging the technological advantages accumulated in large-diameter shield construction, the Group's technology center, recognized by the state, passed acceptance inspection on January 6, 2015. The Group currently administers 11 wholly-owned subsidiaries, 3 branches, 12 regional operation headquarters, 8 directly affiliated units, 25 under-construction directly-managed project headquarters (project management departments), and 12 project headquarters (project management departments) operated under the agency model, and it hosts a post-doctoral workstation. The Group's registered capital is RMB 1.11 billion, with total assets exceeding RMB 30 billion. It owns over 3,700 sets (units) of mechanical and power equipment, with a total value of RMB 4.1 billion, and an annual construction capacity exceeding RMB 50 billion. The Group currently employs 15,571 people, including 8,851 professional and technical personnel, among whom 1,306 hold senior professional titles and 2,754 hold intermediate titles. It has 655 first-class registered construction engineers, covering over 900 specialties, and 151 individuals have been rated as national, provincial, or ministerial-level outstanding project managers. The Overseas Engineering Branch (Overseas Business Division) is the main operating unit for China Railway 14th Bureau's overseas business. The company has over 260 regular employees, including 28 with senior professional titles, 64 with intermediate titles, and 50 with junior titles. Since its establishment in 2001, the company has successfully entered 18 countries, including Afghanistan, Algeria, India, Niger, Benin, Angola, Libya, Myanmar, Vietnam, Ecuador, Togo, Saudi Arabia, Ethiopia, Cape Verde, Nepal, Fiji, Equatorial Guinea, and Dominica, undertaking projects in railways, highways, municipal works, housing, water conservancy, and bridges. It has undertaken over 50 overseas projects, with a total volume of nearly RMB 50 billion. The company has successfully completed a number of projects with significant influence, such as the Second Bridge in Niger, the Multi-functional Center of the Presidential Palace in Afghanistan, the Zamora Bridge in Ecuador, and the Cotonou Overpass in Benin, receiving widespread praise from the heads of state of the host countries, as well as from the World Bank, the Asian Development Bank, the Ministry of Commerce, and Chinese embassies abroad.
