其前身是河南省电子研究所，1978年10月经省编制委员会批准组建为省级技术开发类科研事业单位；1995年更名为河南省电子规划研究院；2006年11月改制为有限责任公司。本部位于郑州市政七街13号，占地30亩，建有自己的科研、生产、生活基地，拥有7521平方米的科研办公大楼，拥有多个研发室、检测室及配套的仪器设备，基础设施完善，科研开发手段先进。在新乡平原新区拥有50亩的科研生产试验基地，建有5000平方米的研发实验检测中心，基础设施完善。综合大楼内设有专业实验室、办公室、会议室、资料室等，并配有集成电路综合测试仪、振动试验台、生产线等研发生产设备，为科研生产工作提供了优良的环境条件。
