Suya Jincheng Certified Public Accountants (Special General Partnership), formerly known as Jiangsu Suya Audit Firm, was established in May 1996 (originally affiliated with the Jiangsu Provincial Audit Office) and registered with the Jiangsu Provincial Administration for Industry and Commerce. In November 2013, with the approval of the Provincial Department of Finance, it was transformed into a special general partnership, with a registered capital of 14.4 million yuan. It holds the qualifications for executing securities and futures related businesses approved by the Ministry of Finance and the China Securities Regulatory Commission, the qualification as bankruptcy case administrator designated by the people's courts, judicial appraisal qualification, and consulting services for classified information, and is a member of the National Association of Financial Market Institutional Investors and the Securities Association of China.

The firm has nearly a thousand employees, including over 290 certified public accountants (13 senior CPAs), over 90 registered cost engineers, over 80 registered asset appraisers, 20 registered consulting experts, and 103 personnel with various senior professional titles. Jiangsu Suya Jincheng Engineering Management Consulting Co., Ltd. is a limited liability company established in September 2005 by separating the engineering cost consulting business from Jiangsu Suya Jincheng Certified Public Accountants in accordance with the relevant provisions of the Ministry of Construction. It is registered with the Jiangsu Provincial Administration for Industry and Commerce with a registered capital of 12 million yuan. Jiangsu Suya Jincheng Engineering Management Consulting Co., Ltd. and Suya Jincheng Certified Public Accountants operate under a management model of two names but one team, with the legal representative of both being Zhan Congcai.
The company obtained the "Class A Qualification for Engineering Cost Consulting Units" in 1998, the "Class A Qualification for Engineering Bidding Agency Institutions" in 2005, the "Qualification for Engineering Consulting Units" issued by the National Development and Reform Commission in 2006, and the "Class A Qualification for Engineering Cost Consulting Units in the Electric Power Industry" in October 2012. The company is internally organized into Engineering Audit Department 1, Engineering Audit Department 2 (Bidding Agency Center), Engineering Audit Department 3, and Engineering Audit Department 4 (Project Management Department). It has 6 branch offices in Xinjiang, Wuxi, Suzhou, Yangzhou, Lianyungang, and Anhui.
Currently, it has nearly 300 professional audit personnel, including 80 registered cost engineers; 9 registered consulting engineers; 29 personnel with senior titles such as senior engineers and senior economists; 7 first-class construction engineers; 20 electronic cost estimators; 38 electric power cost estimators; and 11 communication engineering budget estimators.
The scope and content of engineering cost consulting services:
(1) Handling construction project consulting (project proposals, feasibility studies, etc.), engineering investment control, and cost consulting services;
(2) Preparing and reviewing investment estimates, design budgets, project budgets and final accounts, engineering tender base prices, investment quotations, project settlements, and final accounts;
(3) Bidding agency (including preparation of bill of quantities, preparation of tender base prices, review of tender base prices, and calculation of steel bar detailing, etc.);
(4) Engineering supervision;
(5) Engineering cost appraisal (including judicial appraisal and arbitration services).
