重庆合川发电有限责任公司由中国电力投资集团公司和重庆市建设投资公司共同出资组建，具体负责重庆合川双槐电厂的建设、生产和经营管理。双槐电厂规划装机容量为2400MW，是重庆市重点能源建设项目，一期工程建设2×300MW火电机组。
电厂燃煤为重庆沥鼻峡烟煤，通过水路运至电厂，不足部分为省外来煤，采用铁路运输。该项目已被列为重庆市“十一五”规划开工建设项目。本工程计划3#机组2010年10月投运，4#机组2010年12月投运。
