Shenzhen Special Economic Zone Construction and Development Group Co., Ltd. (hereinafter referred to as TEZ Construction & Development Group) is a municipal comprehensive investment and financing platform company established in August 2011 by the Shenzhen Municipal Party Committee and Municipal Government to accelerate the reform of the investment and financing system and promote the integration of the special economic zone. In February 2016, the municipal government further clarified TEZ Construction & Development Group as the municipal platform for infrastructure investment, construction and operation. Its main businesses include infrastructure investment, construction and operation, industrial park development, construction and operation, strategic emerging industry investment, regional economic cooperation, and PPP project implementation. As of the end of December 2022, the company had a registered capital of 34.401 billion yuan, total assets of 118.1 billion yuan, net assets of 51.4 billion yuan, 2,582 registered employees, 21 wholly-owned and controlled enterprises, and 11 equity-participated enterprises. Since its establishment, the company has effectively played the role of municipal-level platforms for investment and financing, major infrastructure construction, industrial upgrading space expansion, and industrial assistance cooperation.

During the "14th Five-Year Plan" period, TEZ Construction & Development Group will uphold the corporate mission of "Leading the integration of industry, city, and people, promoting new-type urban development," and give full play to the functions of the "four platforms": infrastructure investment, construction and operation platform, science and technology park development and operation platform, marine industry development comprehensive platform, and green environmental protection industry development platform. It will implement regional economic cooperation tasks, strive to become a new-type urban development comprehensive operator with a national demonstration role, support Shenzhen as a state-owned capital strategic carrier for building a global marine city, and assist Shenzhen as a state-owned capital functional carrier for building a modern, international, and innovative city. It aims to enter the ranks of Shenzhen's "100-billion backbone state-owned enterprise groups" with high quality, and assist Shenzhen in building a globally influential city of innovation, entrepreneurship, and creativity and a model city of a modern socialist strong country.

One Demonstration
To become a new-type urban development comprehensive operator with a national demonstration role. Centering on Shenzhen's construction as a model city of a modern socialist strong country and a modern, international, and innovative city, focusing on urban security, industrial development, and people's livelihood, the Group will fully leverage its strategic, fundamental, and leading role, continuously strengthen its integrated full-process advantages in urban planning and design, infrastructure investment and financing, regional development and construction, park operation, new infrastructure, and green environmental protection industries, and strengthen the industry to play a greater functional role in Shenzhen's new-type urban development, industrial upgrading, and livelihood security.

The Group will fully leverage its full-industry-chain advantages in regional development and its status as the main body responsible for the overall implementation of Marine New City development, plan and construct Marine New City to high standards, accelerate the creation of open and shared blue industrial space, innovate the integration model of marine industry resources, continue to host the China Marine Economy Expo at a high standard, build a world-class comprehensive display and exchange platform for marine industries, a platform for introducing marine industry resources, and a platform for marine science popularization and cultural promotion, and accelerate the construction of a marine industry ecosystem.

Four Platforms

Accelerate the creation of a comprehensive platform for marine industry development.
