Meixihu Investment (Changsha) Co., Ltd. (hereinafter referred to as "Meixihu Company") was established in September 2009. It is a wholly state-owned enterprise under the Management Committee of Changsha Daxi Huxianxing District, with a registered capital of RMB 5 billion. It is a comprehensive platform for primary and secondary land development in the Meixihu area. Meixihu International New City is a key area for the development of Changsha Daxi Huxianxing District, with a total planned area of 32 square kilometers, bounded by the West Second Ring Road to the east, the West Fourth Ring Road (Huangqiao Avenue) to the west, Fenglin Road to the north, and Taohualing and Xiangbiwo to the south. Its planning orientation is "*Green and Low-carbon Demonstration New District, Changsha New City Center", and its main functional orientation is "International Service and Technological Innovation City", including several major functional zones such as international culture and art, international business, technological innovation and R&D, international conferences and exhibitions, expert and academician village, and high-end residential areas. The planning of the area was open to international bidding and was designed by internationally first-class architectural firms.
