Hunan Xiangjiang New Area Development Group Co., Ltd. (hereinafter referred to as Xiangjiang Group) was established in June 2016. It is a municipal state-owned investment enterprise covering area development, urban operation, financial services, and industrial investment. It serves as an important carrier for infrastructure construction, area development, modern industrial system construction, ecological environment development and governance, and resource-saving and environment-friendly society construction in Hunan Xiangjiang New Area. The company has a registered capital of 36 billion RMB, currently has 10 centers, 12 wholly-owned first-level subsidiaries, and 2 holding first-level subsidiaries. As of now, the company's total assets exceed 100 billion RMB.
At its inception, Xiangjiang Group was positioned as a "functional" enterprise. In the new round of market-oriented reform of state-owned enterprises, based on the group's favorable strategic pattern of diversified market development, in 2018, the Changsha Municipal Party Committee and Municipal Government repositioned the group as an "investment" enterprise.
Xiangjiang Group adheres to the "two-oriented, four-modernization" development strategy of innovation-oriented leadership, open expansion, market-oriented operation, diversified layout, professional operation, and intelligent development, and coordinates the implementation of "four major sectors": the area development sector promotes the development of Meixi Lake International New City, Dawangshan Tourism Resort, Yuelu Mountain National University Science and Technology City, and other area developments and major infrastructure projects, strengthens the secondary linkage development of land, and builds international-quality new cities; focusing on the integration of Changsha, Zhuzhou, and Xiangtan, it actively expands new areas such as Yueyang Xiangyin and Xiangtan Jiuhua, accumulating new momentum for future development through regional major corridors and boundary integration; the urban operation sector actively participates in the management and development of urban resources, revitalizes the company's cultural tourism projects, office buildings, roads and bridges, billboards, parking lots, parks and green spaces, and strives for franchise rights in urban operation, sewage treatment, energy supply, pipe gallery operation, etc., to achieve full-industry-chain urban business operation; the industrial investment sector focuses on fields such as medical and health, cultural tourism, general aviation, intelligent driving, and transformation of scientific and technological achievements, participates in investments in industrial projects, incubation investments, and industrial service platform investments, promoting high-quality industrial development; the financial services sector obtains financial licenses in key areas, builds a diversified industrial financial platform integrating AMC, funds, factoring, supply chain, etc., and serves the development of the real economy.
