Minmetals 23rd Metallurgical Construction Group Co., Ltd. is a large central enterprise with main businesses in construction and installation, real estate development, infrastructure investment, and mining engineering. Founded in 1953, the company has been successively affiliated with the Ministry of Metallurgical Industry, China National Nonferrous Metals Industry Corporation, State Bureau of Nonferrous Metals Industry, and Hunan Provincial State-owned Assets Supervision and Administration Commission. In July 2006, it became a member enterprise of China Minmetals Corporation. The company was formerly known as "Third Construction Company of China National Nonferrous Metals Industry Corporation", "23rd Metallurgical Construction Company of China National Nonferrous Metals Industry", "23rd Metallurgical Construction Group Co., Ltd.", etc. In April 2013, with the approval of the State Administration for Industry and Commerce, it was renamed "Minmetals 23rd Metallurgical Construction Group Co., Ltd.", which has been used to this day.
The company is among the first batch of high-tech enterprises in Hunan Province. It holds the special grade qualification for general contracting of national metallurgical engineering construction, first-grade qualifications for general contracting of construction engineering, mining engineering, municipal public utility engineering, and mechanical and electrical engineering, as well as first-grade professional contracting qualifications for steel structure engineering and building mechanical and electrical engineering. It also possesses second-grade qualifications for general contracting of highway engineering, petrochemical engineering, and electric power engineering, third-grade qualifications for general contracting of railway engineering and fire protection facility engineering, as well as first-grade qualifications for real estate development and property management. The company has been awarded the Grade A implementation qualification for complete sets of foreign aid projects by the Ministry of Commerce; it has passed the ISO9001 (Quality), ISO14001 (Environment), and OHSAS18001 (Occupational Health and Safety) management system certifications; it has obtained the China Engineering Construction Social Credit AAA Level Certificate; and it has been recognized as an AAA-level credit customer by Bank of China and China Construction Bank. The company has developed 6 provincial/ministerial construction methods, 92 provincial/ministerial construction methods, 24 national patents, edited 2 national standards and 1 local standard, co-edited 4 national standards, and holds 12 invention patents and 12 utility model patents.
