Zhejiang Petrochemical Co., Ltd. was established on June 18, 2015. It is a mixed-ownership enterprise controlled by private capital with state-owned capital as a shareholder.

The 40 million tons/year refining and chemical integration project (hereinafter referred to as the "Project") invested and constructed by the company is located in the Zhoushan Green Petrochemical Base. It is a key supporting project for the China (Zhejiang) Pilot Free Trade Zone to build a complete oil and gas industry chain and implement the development strategy of "One Center, Three Bases, and One Demonstration Zone."

The project covers a total planned area of 41 square kilometers with a total investment exceeding 300 billion RMB. The project is designed in one overall plan and implemented in two phases. The construction adopts the world's most advanced process technologies and production equipment, focusing on the development of aromatics, ethylene, and downstream deep-processing projects to produce chemical new materials and high-value-added chemicals that are in short supply in the market. Currently, it produces over 30 types of refining and chemical products, including para-xylene (PX), high-end polyolefins, polycarbonate, rubber, ABS, and other organic chemical raw materials, with by-products such as National VI gasoline and diesel, and aviation kerosene.

Phase I includes 20 million tons/year refining, 5.2 million tons/year aromatics (4 million tons/year PX), and 1.4 million tons/year ethylene. Phase II, based on market changes and technological innovations in recent years, follows the optimization concept of "more aromatics and chemicals, less oil products," and on the basis of Phase I, optimizes the product structure by adding one set of 1.4 million tons/year ethylene and downstream chemical units, achieving a construction scale of 20 million tons/year refining, 6.6 million tons/year aromatics (4.8 million tons/year PX), and 2.8 million tons/year ethylene. The two phases are optimized as a whole with mutual material supply, fully utilizing resources to the fullest extent. Considering technical and economic factors comprehensively, the project fully leverages the advantages of "refining-chemical integration" and designs the processing flow according to the concepts of "oil as appropriate, aromatics as appropriate, olefins as appropriate" and the "molecular refining model," aiming to build the most competitive refining-chemical integration unit with mature technology and optimal economic benefits.
