Wuhan Urban Railway Construction Investment and Development Co., Ltd. (hereinafter referred to as "Railway Investment Company") was established in 2016. Under the correct leadership and care of the Municipal People's Government, the Municipal Key Project Office, and the Municipal Urban Investment Group Company, it was jointly funded and established by Wuhan City and three districts: Wuchang, Jiang'an, and Qingshan, with a registered capital of 1 billion yuan. As a state-owned comprehensive investment and operation company for railway-related resources in Wuhan, the Railway Investment Company's business scope includes: investment, construction, development, operation, and management of urban railways, municipal infrastructure, and other related projects; land development; operation and development of urban railway assets; real estate development, commercial housing sales, and property management.
In accordance with the requirements of modern enterprise system management, the Railway Investment Company has established a standardized corporate governance structure, consisting of the shareholders' meeting, board of directors, management, and supervisory board, clarifying the leadership and political core role of the Party organization in the corporate governance structure. It has eight functional departments: Comprehensive Management Department, Party and Mass Work Department (Discipline Inspection and Supervision Department), Planning, Finance and Financing Department, Internal Control and Legal Affairs Department, Development Planning Department, Land Development Department, Project Construction Department, and Chief Engineer's Office. Currently, it has one wholly-owned subsidiary (Wuhan Chengties Chengkai Company) and two equity-participating PPP project companies (Wuhan Wujiu North Comprehensive Utility Tunnel Construction and Operation Co., Ltd. (equity participation), and Wuhan Urban Ecological Culture Corridor Construction and Operation Co., Ltd. (equity participation)).
According to the company's strategic plan, the Railway Investment Company is positioned with the goal of serving urban construction and enhancing the overall functions of the city, with railway-related infrastructure investment and construction, comprehensive railway-related land development, railway-related industrial investment and operation, and railway-related financial services as its core businesses, and with the organization and integration of railway-related resources in the region as its main means, to build a first-class comprehensive investment and operation operator of railway-related resources with highly specialized operational capabilities and sustainable profitability.
