Changsha Pioneer Investment Holding Group Co., Ltd. is a large-scale comprehensive and multi-functional urban resource operator established with the approval of the Changsha Municipal People's Government, funded by the Changsha State-owned Assets Supervision and Administration Commission and other entities, and organized in accordance with the modern enterprise system.

In June 2008, while establishing Hunan Xiangjiang New Area (formerly Dahexi Pioneer Area), the Changsha Municipal Party Committee and the Changsha Municipal Government founded Changsha Pioneer Investment Holding Co., Ltd. with brand-new concepts and mechanisms. In July 2008, the company was registered with Changsha Administration for Industry and Commerce with a registered capital of 10 billion RMB. In February 2016, the company was renamed Changsha Pioneer Investment Holding Group Co., Ltd.

Based in Hunan Xiangjiang New Area and facing domestic and international markets, the company focuses on urban resource operation and management, the development of two-oriented industries (resource-conserving and environment-friendly), and the establishment of financial holding platforms, striving to become a first-class comprehensive operator of urban resources in China. Hunan Xiangjiang New Area has a planned area of 1,200 square kilometers, of which the core area covers 490 square kilometers and the start-up area covers 230 square kilometers. By 2020, Xiangjiang New Area aims to become a "three zones and one highland," namely a high-end manufacturing R&D and transformation base and a cluster of innovative and creative industries, a new urbanization demonstration area with integrated production-city and urban-rural development, a leading area for national "two-oriented" society construction, and an inland opening-up highland in the Yangtze River Economic Belt.

The company's main businesses include: primary land development, secondary real estate development, urban construction investment and operation management, industrial investment (including industrial investment and equity investment), capital operation (including financial investment and asset management), and modern services (including hotels, commerce, culture and sports, tourism, property management, etc.).

Adhering to the principle of "government guidance and market operation" and upholding the concept of two-oriented development, the company vigorously implements the "one body, two wings" development strategy (with two-oriented industrial development as the main body, and urban construction operation and capital operation as the two wings). As of mid-2017, the company's total assets reached 61.1 billion RMB, with net assets of 28.3 billion RMB, and has developed into a group company with 13 wholly-owned subsidiaries and more than 10 controlled and participating subsidiaries.
