Founded in 1999, NOA Testing and Certification Group (NOA|NOA) is an independent, impartial, and professional comprehensive inspection, testing, certification, and research & development institution.
NOA|NOA is a designated laboratory for China Compulsory Product Certification (CCC) and is also one of the earliest third-party service organizations in China engaged in inspection, testing, and certification.
Headquartered in Shanghai, China, NOA|NOA has several domestic inspection, testing (supervision), certification, and R&D institutions, one European (Netherlands) inspection, testing, and certification institution, as well as 19 domestic branches. NOA|NOA owns 30,000 square meters of testing laboratories and a technical service team of over 1,800 people.

NOA|NOA's laboratory testing capabilities cover multiple fields such as environment and environmental protection, biomedical R&D and CMC pharmaceutical research, fine chemicals, electronics and household appliance products, metals and general industrial products, cosmetics and general consumer goods, flame retardant and fire safety, among others, offering standardized and customized testing services. It also has established a comprehensive R&D center to serve key production and manufacturing stages including product analysis and development, process optimization, and innovative research.
NOA|NOA offers nearly a hundred types of certification services, including system certifications such as intellectual property management, information security, and innovation management; service certifications for elderly care, transportation services, and financial insurance; product certifications for green products, national recommended RoHS hazardous substance restriction certification, and new energy photovoltaic and wind power products; as well as international certification services such as CE European product safety directives and import/export cargo authorization audits for countries in the Middle East, South America, and Russia.

NOA|NOA is an internationally recognized inspection, testing, and certification institution, approved by CNCA and qualified with CMA accreditation, holding recognition from multiple authoritative bodies such as CNAS (ISO 17025), CNAS (ISO 17020), CNAS (ISO 17021), UKAS, JAS-ANZ, IAS, and IECQ. NOA|NOA is a designated laboratory for China Compulsory Product Certification (CCC), a cosmetics registration and filing inspection and testing institution, a Chinese special equipment inspection and testing institution, and a Chinese national import and export commodity inspection and appraisal institution. It also holds Chinese national equipment supervision and engineering supervision qualifications. NOA|NOA-DCI is a notified body under the European Commission CE Directive. NOA|NOA has received honors such as Shanghai "High-tech Enterprise" and "Specialized, Fine, Special, and Innovative" enterprise titles, and won the 2022 Shanghai May Day Labor Award.
