The Planning Institute (formerly Henan Urban and Rural Planning and Design Research Institute Co., Ltd.), originally established in 1983 upon approval by the Provincial Establishment Commission, was a public institution under the Henan Provincial Department of Construction. On December 16, 2005, the enterprise restructuring was approved by the provincial government, converting it into a technology-oriented enterprise with legal representative Yang Demin and registered capital of RMB 50 million.
The institute is the only comprehensive design unit in Henan Province holding Grade A qualifications for urban and rural planning, municipal engineering design, architectural engineering design, engineering consulting, landscape architecture special design, engineering supervision, and engineering survey (geotechnical engineering). It also holds qualifications for engineering cost estimation, engineering bidding agency, power industry design, civil air defense engineering, oil and natural gas industry, building intelligent system design, solid waste treatment and disposal engineering design, water pollution prevention engineering design, land planning, planning environmental impact assessment, pressure pipeline design, and cultural relic protection planning. It can undertake various urban and rural planning projects, municipal engineering (including water supply, drainage, roads, public transportation, bridges, urban tunnels, gas, heating, sanitation, etc.), architectural engineering, and landscape engineering design and technical consulting services.
Adhering to the development philosophy of strengthening the institute through talent, we continuously introduce high-end technical personnel. Currently, we have over 1,400 on-site staff, including 3 Henan Provincial Engineering Survey and Design Masters, 25 professor-level senior engineers, over 300 personnel with various senior professional titles, over 600 with intermediate titles, and a total of over 300 registered professionals across various disciplines. Our professional divisions include: Henan Urban Planning Research Center, Henan Urban Transportation Research Center, Sponge City Research Center, Green Building Design Research Center, Zhengzhou Drinking Water Safety Technology Engineering Research Center, Regional Energy Design Research Center, Planning Branch, Municipal Engineering Branch, Architectural Branch, Road and Bridge Branch, as well as Drawing Review Center, Engineering Consulting Management Company, and Engineering Supervision Company.
Since its establishment, the institute has completed over 20,000 design projects, including more than 5,700 urban planning projects, over 6,800 municipal projects, and over 7,700 architectural engineering projects. Over 400 projects have received national, provincial, or ministerial excellent planning and design awards, and over 500 have received prefectural or municipal excellent planning and design awards.
