Shanghai Investment Consulting Company was established in 1986, originally affiliated with the Shanghai Municipal Development and Reform Commission. In 2019, the company was wholly converted into an enterprise and transferred to the municipal State-owned Assets Supervision and Administration Commission. It is a large-scale comprehensive consulting company with relatively complete consulting service categories and strong functions in China, and is one of the local comprehensive engineering consulting institutions shortlisted among the 43 consulting institutions designated by the National Development and Reform Commission, as well as one of the five shortlisted consulting institutions for foreign aid projects designated by the Ministry of Commerce (International Development Cooperation Agency) of China. It is the initiating unit and executive vice president unit of the Shanghai Engineering Consulting Association, the vice president unit of the China Engineering Consulting Association, and a member of the International Federation of Consulting Engineers (FIDIC) China Association.
