China Merchants Testing Vehicle Technology Research Institute Co., Ltd., formerly Chongqing Vehicle Test Research Institute Co., Ltd., was established in 2003. It is a state-owned enterprise controlled by China Merchants Group, and simultaneously holds three national quality inspection centers: the National Bus Quality Supervision and Inspection Center, the National Motorcycle Quality Supervision and Inspection Center (Chongqing), and the National Intelligent Connected Vehicle Quality Inspection Center (Chongqing).

The company possesses an integrated testing and inspection technology platform combining laboratories and proving grounds. It is a third-party testing institution designated and recognized by industry authorities such as the Ministry of Industry and Information Technology, the Ministry of Transport, the Ministry of Ecology and Environment, and the State Administration for Market Regulation. It works closely with more than ten foreign certification bodies including TÜV of Germany and VCA of the United Kingdom. Its testing capabilities cover regulatory inspection, R&D testing, import and export certification testing, and technical consulting services for complete vehicles and components of automobiles and motorcycles.

The company is a National Torch Program High-tech Enterprise and a Chongqing Innovative Enterprise. It currently has more than 500 employees, among whom 2 are experts enjoying special allowances from the State Council, nearly 30% hold senior professional titles, and about 60% hold doctoral or master's degrees. It possesses 1,750 sets of various instruments and equipment of domestic first-class and international advanced levels. It has two research and testing bases covering more than 730 mu of land: Jinfeng in the High-tech Zone and Jinshan in Liangjiang New Area. It has established a compulsory inspection proving ground for motor vehicles and more than 10 specialized testing and research departments including complete vehicle, emissions, powertrain, crash, electromagnetic compatibility, intelligent connected vehicles, new energy vehicles, and motorcycles.

The company holds the Closed Test Ground for Autonomous Driving (Chongqing) recognized by the Ministry of Transport, the Autonomous Driving Technology Industry R&D Center, and 8 provincial and ministerial-level technology platforms and 2 science popularization bases including the Automotive Active Safety Testing Technology Laboratory and the Electric Vehicle Safety Evaluation Laboratory of the Chongqing Economic and Information Commission. At the same time, based in Chongqing, radiating to Southwest China, and looking across the country, it has established offices in South China, North China, and East China, set up a cold-region test base in Heihe, and established controlled subsidiaries in Chongqing, Dalian, and Shenzhen to conduct testing of imported vehicles and key components of new energy vehicles.

At present, the company actively responds to the national strategy of "Quality Power," accelerates its market-oriented transformation, and vigorously carries out product R&D verification and testing evaluation services in four major professional fields: active and passive vehicle safety, vehicle energy conservation and emission reduction, new energy vehicles, and intelligent connected vehicles. In terms of active and passive vehicle safety, it has released the bus safety evaluation procedure "China Bus Safety Evaluation Procedure" (C-SCAP); in terms of vehicle energy conservation and emission reduction, its China VI emission testing capability was among the first to pass CNAS review and was authorized by the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment; in terms of new energy vehicles, it has achieved full coverage of testing for complete vehicles, batteries, motors, and electronic controls; in terms of intelligent connected vehicles, it has built an integrated closed, semi-open, and open testing base for autonomous driving and vehicle-road cooperation, with R&D verification and testing evaluation capabilities for single-vehicle intelligent and networked cooperative autonomous vehicles.
