Hunan Water Conservancy and Hydropower Engineering Supervision Contracting General Company was established in October 1993. It is an economic entity with independent legal person status, fully funded by Hunan Water Conservancy and Hydropower Survey, Design and Research Institute and operating under a modern enterprise system. It holds a Grade A supervision qualification certificate for national water conservancy and hydropower engineering construction issued by the Ministry of Water Resources [Shui Jian Jian Zi No. 970026] and a Grade B supervision qualification certificate for civil buildings issued by the Hunan Provincial Department of Construction [Jian Xiang Jian Zi No. 980039]. In 2004, it also obtained supervision qualification certificates for reservoir resettlement and soil and water conservation issued by the Ministry of Water Resources. It is one of the earliest engineering supervision units to pass ISO9000 quality management system certification. The company can undertake construction supervision for large, medium and small water conservancy and hydropower projects, industrial and civil building projects, highway and bridge projects, small and medium thermal power and power transmission and transformation projects, reservoir resettlement, soil and water conservation, and various individual projects related to water conservancy and hydropower. Since its establishment, the company has undertaken more than 200 engineering supervision projects at various levels and of various types.
The company currently has 346 supervision personnel, including 38 chief supervisors registered with the Ministry of Water Resources, 108 supervision engineers trained and registered by relevant national ministries and commissions, 58 with senior professional titles, and 126 with intermediate professional titles. Their average years of professional experience is over 15 years. The company's technical backbone comes from the design institute; they have been engaged in the design of large-scale water conservancy projects and have accumulated rich engineering experience. Relying on the strong technical and talent reserves of Hunan Water Conservancy and Hydropower Survey, Design and Research Institute, the company has a complete range of specialties, strong technical force, and rich supervision experience. It has unique expertise in the construction of large and medium water conservancy and hydropower hub projects, especially in low-head tubular turbine hydropower stations, face rockfill dams, roller-compacted concrete dams, powerhouses, urban flood control and landscape engineering, large levees, reservoir resettlement, and other construction areas.
Since its establishment, the company has mainly undertaken construction supervision for many World Bank loan, national and provincial key projects, including the Xiangjiang Dayuandu Navigation-Power Junction, the Xiangjiang Zhuzhou Navigation-Power Junction, the Songhua River Dadingzishan Navigation-Power Junction, the Guangxi Baise Water Conservancy Hub, the Ningxia Yellow River Shapotou Water Conservancy Hub, the Yunnan Longling Lazhai Hydropower Station, the Shimen Zaoshi Water Conservancy Hub, the Gansu Yellow River Wujinxia Hydropower Station, the Huaihua Tongwan Hydropower Station, urban flood control projects in Changsha, Shaoyang, Yueyang, Changde, Yiyang and Zhangjiajie, the Chang-Zhu-Tan riverside flood control landscape road project, the Yangtze River main levee (Hunan section) reinforcement project, the Dongting Lake management and river-lake dredging and flood channel improvement project, the Qinghai Xiangride irrigation project, the Jiangya Reservoir resettlement, the Wanmipo Reservoir resettlement, the Zhuzhou Navigation-Power Reservoir resettlement, and the Hunan Provincial Department of Water Resources high-rise residential building, etc., and has gained rich supervision achievements.

The construction supervision of the Xiangjiang Dayuandu Navigation-Power Junction Project (World Bank loan project) undertaken by the company won the 1999 Provincial Advanced Unit, the 2002 Ministry of Communications Quality Project Award, the 2003 National Excellent Project Silver Award (the gold award was vacant that year), and was highly praised by World Bank experts. The supervision of the Xiangjiang Zhuzhou Navigation-Power Junction Project won the 2005 Hunan Provincial Key Project Construction Advanced Unit and was highly praised by former Minister of Communications Zhang Chunxian. The construction supervision achievements of the Yellow River Shapotou Water Conservancy Hub Project have been reported in detail in newspapers and magazines such as "China Water Resources News", "Yangtze River Water Resources News", "Water Conservancy Construction and Management", and "Hunan Construction Supervision". The chief supervisor was cordially received by Vice President Zeng Qinghong. In 1999, the company was recognized as a "China Enterprise Image AAA" unit.
In recent years, through "strengthening internal quality and building external image", while consolidating the hydropower market within Hunan Province, the company has continuously expanded into markets outside the province. Relying on its own strength and good credit, it has successively undertaken engineering supervision tasks in Guangxi, Guangdong, Qinghai, Ningxia, Gansu, Fujian, Jiangxi, Anhui, Heilongjiang, Yunnan and other regions.
