Hubei Software Industry Association (abbreviated as "HBSIA") was established on December 19, 2000. It is a provincial, industry-based, non-profit social organization voluntarily formed by economic organizations engaged in software and information service research and development, sales enterprises, scientific research, education, and other related fields within Hubei Province. The Association accepts the business guidance and supervision of the Hubei Provincial Department of Information Industry, its competent business authority, and the Hubei Provincial Department of Civil Affairs, the registration and management authority for social organizations. At the same time, authorized by the Ministry of Industry and Information Technology of the People's Republic of China, the Hubei Software Industry Association is the * organization in Hubei Province for "software product registration" and "software enterprise certification."
The purpose of the Hubei Software Industry Association is to strengthen cooperation, contact, and exchange among software industry enterprises, institutions, and individuals in the Hubei region; carry out industry self-discipline; assist government departments in strengthening software industry management; play a bridging and linking role between the government, industry organizations, enterprises, and institutions; actively carry out policy promotion, information release, technical training, consulting services, member exchanges, and other activities; and promote the development of the software industry. Member units will enjoy priority and preferential rights when enjoying the services provided by the Association and participating in activities organized by the Association.
Over the 9 years since its establishment, the Hubei Software Industry Association has achieved considerable development through the joint efforts of numerous software enterprises and member units. From 2004 to 2008, it was rated as an "Excellent Software Industry Association" by the China Software Industry Association for five consecutive years; in 2006, it was rated as an "Advanced Unit in Information Industry Management and Service in Hubei Province" by the Hubei Provincial Department of Information Industry; in 2008, it was awarded the title of "Advanced Civil Organization of Hubei Province" by the Hubei Provincial Department of Personnel and the Hubei Provincial Department of Civil Affairs; in September 2008, in the evaluation of Chinese social organizations, it was rated as "AAAA Level in the Evaluation of Chinese Social Organizations."
The Hubei Software Industry Association now has more than 260 member units, mainly software enterprises, as well as some software talent training institutions and intermediary service organizations related to the software industry. As of March 31, 2009, the Association had handled the registration of 1,250 software products and certified 540 software enterprises; it had handled more than 700 software copyrights on behalf of enterprises. After enterprises pass software product registration and software enterprise certification, they can enjoy a series of policies and measures of the state and Hubei Province that encourage and support the development of the software industry.

The business scope of the Hubei Software Industry Association:
(1) Publicize and implement relevant national and provincial policies and regulations, and reflect the wishes and demands of members and the industry to relevant government authorities. Conduct industry surveys and put forward suggestions for medium- and long-term development plans for the industry.
(2) Assist the government department in charge of the information industry in implementing relevant national policies on developing the software industry, accept entrustment from the provincial information industry department in charge, organize and implement the certification and annual review of software enterprises throughout the province, and provide consulting services on certification work to member units.
(3) Discuss and put forward suggestions on the formulation of technical and economic policies and regulations for the development of the industry, and assist government departments in supervising and inspecting the implementation of industry technical and economic policies and regulations.
(4) Organize the formulation of industry rules and regulations, constrain industry behavior, improve industry self-discipline, advocate fair competition, and safeguard industry interests.
(5) Assist government departments in organizing the formulation and revision of national standards and professional standards for the industry as well as recommended standards for the industry, and promote the implementation of the standards.
(6) Organize recommendation activities for outstanding software products in the industry, diagnose, consult, and guide enterprise operation and management; collect and feed back product quality information in the industry; publicize and promote outstanding software products.
(7) Carry out the promotion and application of new products and new technologies and the commercialization of scientific and technological achievements, and organize scientific and technological exchanges and experience exchanges to promote technological progress in the industry.
(8) Conduct investigation and analysis of taxation, product prices, and other conditions of enterprises in the industry, and put forward suggestions for adjusting taxation and product prices.
(9) With the review and consent of relevant departments, organize national exhibitions (sales fairs) for the industry, jointly hold domestic and international exhibitions with relevant units, and organize technical exchanges.
