Hubei Water Development Group

Hubei Water Resources Development Group Co., Ltd. (abbreviated as "Hubei Water Development Group") is a provincial state-owned enterprise approved for establishment by the Provincial Party Committee and the Provincial Government in September 2023. Its establishment was initiated in February 2024, and it was officially unveiled and commenced operations on August 15, 2024, with a registered capital of 20 billion yuan. The Group focuses on fulfilling its duties as the main entity responsible for the investment, construction, management, and operation of provincial-level water conservancy infrastructure. It seeks to expand water conservancy infrastructure construction and operation, strengthen water resource supply guarantees, refine the research, development, and application of water conservancy technologies, and optimize innovation-driven development of water-related businesses across four major segments. It aims to build a primary platform that serves and supports basin security, water supply security, and river stability throughout the province, striving to become a nationally leading comprehensive water resource service provider.

The Group has 15 subsidiary companies, with business coverage spanning the entire industry chain, including water conservancy planning, survey and design, engineering consulting, project investment, construction management, project supervision, inspection and testing, operation and maintenance, informatization services, and material supply. Its business scope extends to multiple core areas such as water resource management and water pollution treatment, establishing a full-chain, multi-dimensional water conservancy industry service system. As of December 2025, the Group's total assets amounted to 31.207 billion yuan, net assets 22.358 billion yuan, operating revenue 6.727 billion yuan, and total profit 25.82 million yuan. The Group is thoroughly studying and implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the Eleventh Plenary Session of the 12th Provincial Party Committee, systematically planning its development strategy, carefully formulating its "15th Five-Year" plan, and fully shouldering the mission of being the main force in water conservancy construction across the province, striving to stay at the forefront and serve as a model in the development of water conservancy undertakings in the new era.
