CCCC Second Harbor Engineering Co., Ltd. (hereinafter referred to as the Second Harbor Engineering Bureau), founded in 1950, was one of the four major harbor engineering construction first-class construction enterprises directly under the former Ministry of Communications. After more than 60 years of development, it has become a large-scale engineering construction enterprise integrating design, construction, scientific research, and capital operation, with main businesses in road and bridge, harbor and shipping, railway, urban rail transit, and municipal engineering construction, and operating in a "large civil engineering" and diversified manner. Its market covers 29 provinces (municipalities and autonomous regions) across the country and 13 countries in Asia, Europe, Africa, and South America. The Second Harbor Engineering Bureau has 14 subsidiaries, 23 branch companies, 10 project investment companies, 5 shareholding and controlled companies, and 17 business offices. It holds qualifications for general contracting of highway engineering construction and design at the special grade, general contracting of port and waterway engineering design and construction at the special grade, general contracting of municipal public utility engineering construction at the first grade, and professional contracting for urban rail transit engineering. It currently has more than 8,100 employees, of whom over 5,200 are in management and professional technical positions. It possesses more than 83 large engineering vessels of various types and over 5,200 sets of construction machinery and equipment. In 2003, it passed the integrated management system certification for quality, environment, and occupational health and safety. In 2007, its Bridge and Tunnel Laboratory was recognized as a key laboratory for large-span bridges by the Ministry of Transport. In 2009, its technology center was recognized as a national-level technology center. In 2011, it successfully applied jointly with design units for the National Engineering Research Center for Construction of Long-Span Highway Bridges.
