Xi'an Sifang Construction Supervision Co., Ltd. was established in 1996. It is a holding company of China Qiyuan Engineering Design and Research Institute Co., Ltd. (formerly the Seventh Design and Research Institute of the Ministry of Machinery Industry) and is affiliated with China Energy Conservation and Environmental Protection Group. The company is one of the earliest enterprises in China to carry out engineering supervision technical services, and one of the first in the industry to pass certifications for quality management systems, environmental management systems, and occupational health and safety management systems. It is supported by a strong technical team and advanced management and service concepts.

The company holds Class A qualifications for housing construction engineering supervision, municipal public engineering supervision, power engineering supervision, as well as qualifications for mechanical and electrical installation, chemical and petroleum engineering, and civil air defense engineering supervision. It also has Class A qualifications for engineering cost, engineering consulting, and foreign aid qualifications. It can provide housing construction, municipal engineering, environmental protection engineering, and power engineering supervision, technical services, technical consulting, engineering cost consulting, and engineering project management and consulting services.

The company currently has more than 400 engineering and technical management personnel, including over 150 national registered engineers of various types. More than 60% of the staff hold intermediate or senior professional technical titles.
