2012年7月11日国家发改委《关于新疆庆华年产55亿立方米煤制天然气示范项目核准的批复》(发改能源〔2012〕2023号)文件批复项目建设总规模为年产55亿立方米煤制天然气，分两期建设。
2013年12月18日新疆庆华能源集团一期年产13.75亿立方米煤制天然气示范项目投产，截至2024年末已累计生产天然气107亿立方米、缴纳税费27亿余元，成功完成了国家“4.0兆帕(MPa)加压固定床气化技术”和“高效污水处理回用技术工业化应用”两项示范任务。为优化能源产业结构，实现煤炭的高效清洁利用，保障天然气供应，新疆庆华能源集团有限公司在伊宁县人民政府的支持下，引入战略产业投资人江西九丰能源股份有限公司(SH:605090)及财务投资人成立了新疆庆华丰能源有限公司，于2025年7月开始建设新疆庆华年产55亿立方米煤制天然气示范项目二期工程(以下简称“二期工程”)。
二期工程的建设，对推进新时代“三基地一通道”和国家资源能源战略保障基地建设，推动伊犁州煤炭资源优势深度转化和高质量发展，助力工业富州建设，具有深远而重大的影响。项目全部建成投产后，预计每年新增煤炭消纳1180万吨(产值17.7亿元、增加值12.4亿元)，新增工业产值193.7亿元(40亿方煤制气产值82.5亿元、副产品7.4亿元、智慧能源86亿元)、工业增加值68.4亿元(40亿方煤制气产值22亿元、副产品2亿元、智慧能源32亿元)，上缴利税10.91亿元(天然气及副产品6.37亿元、煤矿4亿元、智慧能源0.54亿元)，新增就业1600人以上。
