I. Overview of the Academy China Academy of Quality Inspection and Testing (National Research Center for Food Safety Hazard Analysis and Critical Control Point Application) (hereinafter referred to as "China Academy of Quality Inspection") is a public institution directly under the State Administration for Market Regulation, and a national public welfare central research institution for quality and inspection and testing. It is mainly responsible for basic, strategic, forward-looking, and countermeasure research in the fields of quality, inspection and testing; conducting research on science and technology, laws and regulations, policy theories, scientific and technological development plans, standards, specifications, and methods in the fields of quality, inspection and testing; conducting safety research, risk monitoring, and safety assessment for industrial and consumer products, important equipment and artificial intelligence products, food, agricultural products, cosmetics, chemicals, etc.; conducting research on management systems for inspection and testing institutions, organizing technical reviews and capability verification certifications; conducting research in biosafety fields such as epidemic diseases, vectors of infectious diseases, and synthetic biology technologies. China Academy of Quality Inspection adheres to the "Four Orientations," builds a "domestically first-class, internationally renowned" research institute, provides technical support for the State Administration for Market Regulation in quality development, inspection and testing, and law enforcement supervision, assists in advancing the implementation of the strategy of strengthening the country through quality; provides advanced testing and monitoring technical support services for national needs and social demands, and leads the high-quality development of related fields. China Academy of Quality Inspection has received an A-class rating in the performance assessment of the State Administration for Market Regulation for two consecutive years and won the Excellence Award for Performance Management. China Academy of Quality Inspection currently has five campuses: Yizhuang campus (Comprehensive Scientific Research Building Phase I, 44 mu, with a construction area of 47,000 square meters), Gaobeidian campus (16.5 mu, construction area of 11,200 square meters), Shuangqiao campus (20.75 mu, construction area of 10,400 square meters), Hebei Yanjiao Achievement Transformation Base (50 mu, construction area of 20,000 square meters), and Tianjin campus (5,000 square meters of experimental space), covering a total of over 130 mu, with a total construction area of nearly 90,000 square meters. The headquarters is located in Yizhuang Economic and Technological Development Zone, Beijing. II. Scientific Research Strength China Academy of Quality Inspection has achieved remarkable scientific research results. Since the "10th Five-Year Plan," it has undertaken more than 1,000 national and provincial/ministerial-level scientific research projects with a total funding of 1.166 billion yuan. It has received nearly 200 scientific and technological achievement awards, including 1 first prize and 4 second prizes of the National Science and Technology Progress Award, 1 second prize of the National Technology Invention Award, 103 provincial/ministerial-level scientific and technological achievement awards, and 2 AOAC standard method awards; issued 670 standards, including 6 international standards, 216 national standards, and 442 industry standards for inspection, testing, and quarantine; obtained 504 authorized patents, including 7 international patents and 335 invention patents; and published 166 monographs. China Academy of Quality Inspection has superior scientific research conditions. It has a complete disciplinary layout, covering multiple fields such as food and agricultural product safety, animal and plant quarantine, health quarantine, chemical safety, industrial consumer product safety, cosmetics, equipment technology, etc.; equipped with more than 4,000 sets of various large-scale instruments and equipment, valued at over 1 billion yuan; built the first batch of national key laboratories of the State Administration for Market Regulation (Food Quality and Safety) and technological innovation centers (Quality and Safety of Animal and Plant Products), and possesses a biosafety level 3 laboratory (BSL-3), and has also completed the construction of an animal biosafety level 3 laboratory (ABSL-3) and a high-level plant biosafety laboratory (APBSL); it has 5 provincial/ministerial-level risk assessment centers, and hosts secretariats of 3 national standardization organizations: the National Plant Quarantine Standardization Technical Committee (TC271), the Toxicity Testing Subcommittee of the National Standardization Technical Committee for Hazardous Chemicals Management (TC251/SC1), and the National Technical Committee on Standard Samples Working Group on Food and Cosmetics Standard Samples (SAC/TC118/WG14), as well as the Secretariat for Food Safety Sampling and Monitoring of the State Administration for Market Regulation and the Joint Secretariat of APEC/Food Safety Cooperation Forum; sponsors three academic journals: "Plant Quarantine," "Quality Safety and Inspection and Testing," and "Chinese Journal of Frontier Health and Quarantine"; and is recognized by the Ministry of Science and Technology as a "Base for International Cooperation in Inspection and Quarantine Science and Technology" and a "Demonstration Base for Innovative Talent Training." China Academy of Quality Inspection has strong scientific research capabilities. Since the "13th Five-Year Plan," it has actively participated in the implementation of major national special projects and key research and development programs, integrated superior resources, and collaborated with universities, research institutes, and local relevant institutions to achieve counter-trend growth in the approval of national science and technology plan projects. It has led 2 projects of the major special project on genetically modified organisms; led 18 projects under key R&D programs such as "National Quality Infrastructure (NQI)," "Food Safety," "Biosafety," "Prevention and Control of Major Animal and Poultry Diseases," "Modern Food Processing and Grain Storage, Transportation," "Major Scientific Instruments," and "Public Safety"; and led 4 projects of the National Natural Science Foundation, with total funding of nearly 600 million yuan. The "strong institute" strategy centered on scientific research has been effectively implemented. China Academy of Quality Inspection has extensive scientific and technological cooperation. It has established cooperative relationships with many well-known domestic research institutions, universities, and several internationally renowned research institutions and universities; actively conducts exchanges and cooperation with international organizations such as the World Health Organization (WHO), the Codex Alimentarius Commission (CAC), the Food and Agriculture Organization of the United Nations (FAO), and the European Commission's Joint Research Centre (JRC); actively participates in local economic construction and development, and has established more than 20 off-campus joint research laboratories (centers).
