同济大学已被国家发改委正式确认为“海底科学观测网”国家重大科技基础设施项目牵头建设单位。国家海底科学观测网将按照“科学主导、发展技术、带动应用”的思路开展建设，由监测与数据中心、东海海底科学观测子网、南海海底科学观测子网三大部分组成。建成后的国家海底科学观测网可以实现从海底向海面全方位的不同空间尺度下海洋环境参数的长期、实时的高分辨率观测，将为深入认识东海和南海海洋环境的演变规律和变化机理提供优质的长期连续观测数据和原位科学实验平台，可有效服务于全球变化预测、灾害预警、安全与国家权益等多方面的综合需求，并带动和促进我国海洋技术和相关海洋装备的发展和应用。国家海底科学观测网建设期5年，建设完成后将长期运行，按照“开放合作、资源共享”的原则，面向多用户、多领域开放，开展科学研究和国内外交流。
