Guangzhou Municipal Engineering Supervision Co., Ltd. was established in September 1999, and in 2009 was approved by the Ministry of Housing and Urban-Rural Development of the People's Republic of China as an enterprise with comprehensive qualifications for engineering supervision. It is the first supervision unit in Guangdong Province to obtain comprehensive qualifications for engineering supervision.
I. Enterprise Achievements

Since its establishment, the company has been rated as a "Trustworthy Unit for Safety Production Management" by the Guangzhou Safety Production Committee on multiple occasions. In 2001, it was awarded the title of "Model Unit for 'Three-Year Medium-Term Transformation'" by the Guangzhou Municipal Construction Commission. From 2000 to 2012, it was rated as a "Guangdong Province Contract-Abiding and Credit-Worthy Unit" by the Guangzhou Administration for Industry and Commerce for 13 consecutive years. From 2006 to 2012, it won the title of "Guangdong Province Integrity Demonstration Enterprise" for seven consecutive years. In March 2008, it was commended by the Guangzhou Municipal Construction Commission as an "Advanced Enterprise for Construction Management with 'Three No's and Two Haves' in 2007".

The company was rated as an "Advanced Engineering Supervision Enterprise in Guangdong Province" by the Guangdong Construction Supervision Association in four years: 2004, 2006, 2008, and 2010. Since 2005, it has been selected as one of the "Top 100 National Construction Engineering Supervision Enterprises" every year. In 2007, 2010, and 2012, it was rated as a "National Advanced Engineering Supervision Enterprise" by the China Construction Supervision Association. In December 2008, it was awarded the title of "Advanced Enterprise in Engineering Supervision for 20 Years of Innovation and Development in China Construction Supervision" by the China Construction Supervision Association.

II. Enterprise Personnel Composition

The company has a technical team that has long been engaged in engineering construction, with rich experience, complete specialties, and a reasonable structure. The company currently has over 500 employees, with professional specialties including roads, bridges, tunnels, water supply and drainage, industrial and civil construction, greening, mechanical and electrical equipment installation, and water conservancy and hydropower. Among them, there are 86 people with senior professional titles, 280 with intermediate professional titles, 134 with junior professional titles, 75 national registered supervision engineers, 19 national registered cost engineers, 19 national registered construction engineers, and 2 national registered structural engineers. To date, more than 3,000 person-times have received various trainings, and all technical personnel have obtained national registered supervision engineer certificates or supervision engineer training certificates. Sixty-five person-times have received awards for outstanding chief supervision engineers, supervision engineers, and supervision staff at the national, Guangdong provincial, and Guangzhou municipal levels.

The company has a well-established organizational structure with sound management systems. It implements a project responsibility system under the leadership of the chief supervision engineer and promotes standardized management. It has passed ISO quality system certification, environmental management system certification, and occupational health and safety management system certification. With complete testing and office equipment, it can meet the supervision requirements of various engineering projects and possesses a high level of supervision capability.

III. Supervision Business Capabilities

The company's business scope includes supervision and consulting services for municipal public works, housing construction, highway engineering, forestry and ecological engineering, mechanical and electrical installation engineering, as well as bidding agency and agent construction services for various types of projects. The company is based in the Pearl River Delta, with its market scope covering the whole of Guangdong Province and all parts of the country, and has also carried out supervision business abroad.

IV. Overview of Supervised Projects

Since its establishment, the company has focused on establishing a modern enterprise system in its management framework, forming a three-level management system consisting of the board of directors, the board of supervisors, and the management level. With the core idea of strengthening management and enhancing staff quality education as the key to development, it actively explores methods for project supervision management. Focusing on the implementation of the ISO quality management system, it has gradually established its own work systems, procedures, and standards by formulating assessment methods for on-site supervision work under the project chief supervision engineer responsibility system and detailed post performance assessment rules. Through effective measures such as talent flow mechanisms, integrity supervision mechanisms, and distribution reform mechanisms, it continuously promotes the construction of the supervision staff team. Through years of continuous improvement and implementation of management systems, the strict procedural management regulations have become work habits for our employees, achieving a significant leap in supervision work. Practice has proven that through standardized and institutionalized management, the company has been able to maintain a favorable guarantee for rapid, healthy, orderly, standardized, and benign development in recent years.

Since its establishment, the company has completed more than 900 large and medium-sized supervision projects with a total investment of over 90 billion yuan, with an average annual supervision project volume exceeding 10 billion yuan. The supervised projects mainly involve various specialties such as roads, bridges, tunnels, water supply and drainage pipe networks and plant areas, building construction, pipelines, greening, mechanical and electrical installation, docks, and water conservancy. cumulatively, the completed road mileage totals more than 900 kilometers, 40 large and medium-sized bridges, 20 tunnels, 15 water supply plant buildings, more than 500 kilometers of water supply pipe networks, 30 sewage treatment plants, more than 900 kilometers of sewage pipe networks, 7 million square meters of building area, and 8 million square meters of landscaping. In 2010, it completed the supervision task for the opening and closing ceremony venue of the 26th Guangzhou Asian Games — the Haixinsha Project in Zhujiang New Town — which was directly designated by the Guangzhou municipal government. The scope included civil construction, municipal roads, river-crossing tunnels, bridges, stage art engineering, Asian Games temporary projects, mechanical and electrical equipment, external security, diesel generator sets, gas, communications, docks, embankments, fine decoration, greening, and landscape lighting, covering all specialized works related to the opening and closing ceremonies. In 2010, it won the bid for the supervision of the world-influential Hong Kong-Zhuhai-Macao Bridge, and is currently carrying out on-site supervision work in an orderly manner.

In implementing the supervision work of "Three Controls, Two Managements, and One Coordination", the company adheres to the corporate purpose of "Collaboration, Endeavor, Integrity, and Innovation", insists on the principle of "Rigorous Supervision, Enthusiastic Service", and uses scientific management methods to ensure that all supervised projects can meet the owner's requirements. Of the completed engineering projects, 95% are excellent projects, with many projects winning provincial and ministerial awards. Among various types of projects, 16 have won national awards, 68 have won provincial awards, and 106 have won municipal awards.

Currently, our company is a vice president unit of the Guangzhou Construction Supervision Association, a vice president unit of the Guangdong Construction Supervision Association, a director unit of the Guangzhou Municipal Engineering Association, and an executive director unit of the Guangdong Municipal Engineering Association.
