Sinohydro Bureau 3 Co., Ltd. (referred to as "Sinohydro Bureau 3") was established in the 1950s. It is a member enterprise of PowerChina, a Fortune Global 500 company, and a large national key backbone enterprise in the construction industry that integrates scientific research, survey and design, and engineering contracting. It holds the special grade qualification for general contracting of water conservancy and hydropower engineering construction, first-grade qualifications for general contracting of housing construction and municipal public works, Grade A qualification for engineering design in the water conservancy industry, Grade A qualification for surveying and mapping, first-grade professional contracting for steel structure engineering, and nearly 30 other qualifications including certificates for foreign contracted engineering projects, special equipment installation,改造 and maintenance permits, blasting operation unit permits, and water conservancy engineering hoist usage permits. Sinohydro Bureau 3 has a registered capital of 1.35 billion yuan, total assets of 12.167 billion yuan, and currently employs 9,017 staff, of whom nearly 4,100 are professional technical and management personnel, 1,642 hold intermediate or senior professional titles, and 166 have first-class constructor qualifications. It possesses nearly 10,000 sets of major construction machinery and equipment, with an annual construction scale of 15 billion yuan. Sinohydro Bureau 3 has continuously won AAA credit ratings from three institutions including the China Water Conservancy Engineering Association, China Electric Power Construction Enterprise Association, and China Credit Evaluation Center, as well as AAA credit rating from Shaanxi Province's construction enterprises. It is recognized as a "contract-abiding and credit-worthy" enterprise at both national and provincial levels. Since 2006, it has been successively awarded the "A-level taxpayer" status by Shaanxi Provincial State and Local Taxation Bureaus for many years.
