Sinochem Quanzhou Petrochemical Co., Ltd. (hereinafter referred to as Sinochem Quanzhou Petrochemical) is affiliated to Sinochem Energy Co., Ltd., an important enterprise under Sinochem Holdings Corporation Ltd. Established in September 2006 with a registered capital of 23.6 billion yuan, it is located in Quanhui Petrochemical Industrial Park, Hui'an County, Quanzhou City, Fujian Province, on the southeast coast of China. It is a large-scale refining and chemical enterprise integrating petroleum refining, storage, transportation, and sales. Quanzhou Petrochemical has completed two phases of project construction, with an existing crude oil processing capacity of 15 million tons per year, ethylene production capacity of 1 million tons per year, and a total throughput capacity of its own terminals of 35.7 million tons per year. In 2024, it ranked 14th among Fujian's top 100 enterprises and 5th among Fujian's top 100 manufacturing enterprises. The Phase I refining project covers an area of 3,600 mu with a total investment of nearly 30 billion yuan, and was completed and put into operation in July 2014. It is an important project for Sinochem's strategic transformation and the extension of its energy sector to the downstream industrial chain. It is a national '12th Five-Year Plan' construction project and a key construction project of Fujian Province, and has won the 2016-2017 National Quality Project Award, the 17th National Quality Award for Outstanding Project, and the 11th China Equipment Management Excellence Award in 2018. The main units include 19 sets such as 12 million tons per year atmospheric and vacuum distillation, 3.4 million tons per year catalytic cracking, 3.3 million tons per year residue hydrotreating, 2.6 million tons per year hydrocracking, and 2 million tons per year continuous reforming. Main products include more than 20 types such as high-quality gasoline, diesel, aviation kerosene, and polypropylene, among which gasoline and diesel all meet the Euro V quality standards. Products are sold to countries and regions such as Southeast Asia, Europe, Australia, and North America. In June 2018, product quality upgrade was completed, and all gasoline and diesel products met the National VI quality standards. The Phase II 1 million tons per year ethylene and refining expansion project of Quanzhou Petrochemical has a total investment of 32.5 billion yuan and covers an area of about 6,500 mu. It was approved by the Fujian Provincial Development and Reform Commission in December 2015, completed and put into operation in September 2020, and produced qualified products. The main units include 17 sets such as 1 million tons per year ethylene cracking, 800,000 tons per year para-xylene, 400,000 tons per year high-density polyethylene (HDPE), 200,000/500,000 tons per year ethylene oxide/ethylene glycol (EO/EG), 200,000/450,000 tons per year propylene oxide/styrene (PO/SM), 350,000 tons per year polypropylene (PP), and 100,000 tons per year ethylene-vinyl acetate copolymer (EVA). Main products include HDPE, EVA, PP, ethylene oxide, ethylene glycol, propylene oxide, para-xylene, styrene, butadiene, C5 fraction, C9 fraction, etc. In September 2021, it was rated as 'High-quality and Fine Chemical Industry Project'. Through continuous management improvement, ongoing enhancement, and benchmarking with excellent domestic and international refineries, the single-factor energy consumption of Quanzhou Petrochemical refining has been decreasing year by year, and carbon dioxide emissions have been reduced by 500,000 tons per year compared to the original design. Since 2015, the company has been rated as 'Energy Efficiency Benchmarking Enterprise in the Crude Oil Processing Industry' for multiple consecutive years, and in 2016, it was rated as 'Advanced Unit for Environmental Protection in the National Petroleum and Chemical Industry during the 12th Five-Year Plan'.
