CCCC Fourth Harbor Engineering Investigation and Design Institute Co., Ltd. (formerly the Fourth Harbor Engineering Investigation and Design Institute of the Ministry of Communications, abbreviated as CCCC FHDI) was established in 1964. It is a wholly-owned subsidiary of China Communications Construction Co., Ltd. (ranked 110th in the Fortune Global 500 in 2016). Over the past fifty years since its establishment, its footprint has spread across more than 50 countries and regions worldwide.
CCCC FHDI is a well-known comprehensive large-scale survey and design company both domestically and internationally. It holds the "Class A Qualification for Comprehensive Engineering Design" and "Class A Qualification for Comprehensive Engineering Investigation" approved by the Ministry of Housing and Urban-Rural Development. It also possesses national-level Class A qualification certificates for "Engineering Supervision", "Engineering Consulting", "Engineering Cost Consulting", "Surveying and Mapping", as well as a license for pressure pipeline design. Additionally, it holds the "Qualification Certificate for Foreign Contracted Engineering Projects" issued by the Ministry of Commerce, granting it the qualification to operate overseas engineering businesses. It also possesses the "Class I Qualification for General Contracting of Port and Waterway Engineering Construction", providing an integrated service capability encompassing consulting, survey, design, and construction. Its main business covers industries such as water transportation, water conservancy, architecture, roads and bridges, municipal engineering, rail transit, chemical engineering, and civil airports, undertaking planning, investment, consulting, survey and design, construction supervision, and general contracting of engineering design and construction within the scope of its business.
Since its establishment, the company has completed over 2,000 large-scale engineering survey and design, engineering supervision, engineering management, and general contracting projects both domestically and internationally. It has completed a number of survey and design projects with internationally advanced standards, including a 300,000-ton oil terminal, a 250,000-ton ore terminal, a 150,000-ton container terminal, large liquefied petroleum gas (LPG) and liquefied natural gas (LNG) terminal storage and transportation stations, as well as expressways and over 200 highway and bridge projects. Many projects have won national awards such as the "Zhan Tianyou Award" and the National Gold Award. The company has established business relations with dozens of countries including Pakistan, Vietnam, Sudan, Angola, and has completed a number of internationally influential survey and design projects such as the Gwadar Deep-water Port in Pakistan and the Luanda Oil Terminal in Angola.
CCCC FHDI currently has 1,027 employees, including 2 design masters, 14 experts enjoying special government allowances, 307 professors-level senior engineers and senior engineers, and 262 registered professional engineers of various types. Professional and technical personnel account for 89% of the total staff, giving the company strong technical research, application, and management capabilities.
