Hunan Haili High-Tech Industry Group Co., Ltd. was established on September 1, 2000, approved by the Hunan Provincial People's Government Document Xiang Zheng Fa [2000] No. 138, through the overall restructuring of the Hunan Chemical Research Institute. It is one of the 13 key enterprises directly managed by the Hunan Provincial Party Committee and one of the first enterprises entrusted by the Hunan Provincial State-owned Assets Supervision and Administration Commission to perform the responsibilities of investor. Since its establishment, Haili Group has operated in accordance with the requirements of the provincial government and achieved steady development. It has now developed into an enterprise diversified in scientific research, chemical production, real estate development, computer software, and engineering design, with total assets of 1.7 billion yuan. Haili Group currently has a total of 3,846 employees, including 2,850 active employees, 16 Ph.D.s, and 183 senior professional and technical talents (including 15 experts enjoying special government allowances and 21 research fellows). It governs six departments, one office, and seven wholly-owned or controlling subsidiaries. Hunan Chemical Research Institute, a wholly-owned enterprise of Haili Group, is a comprehensive development and application-oriented chemical research institution, and is a key research institute in the national chemical industry and Hunan Province. It is mainly engaged in the development, applied research, and engineering design of new technologies and new products in fields such as pesticides, fertilizers, organic synthesis, fine chemicals, chemical engineering, inorganic salts, and chemical mineral processing. It currently has two * scientific research and development bases, one * engineering center, one provincial engineering technology center, and one provincial key laboratory, three joint doctoral programs, five master's programs, five specialized research institutes, three technical service consulting centers, and one magazine agency. Since the implementation of the scientific and technological system reform in 1984, the research institute has successfully taken steps in reforms such as technical and economic responsibility contracting, integration of science, industry, and trade, establishment of science and technology joint-stock companies, and establishment of a technological innovation system, achieving a fundamental transformation from a purely research-oriented to a technology-industry-oriented development. In recent years, through further deepening the scientific and technological system reform, implementing reform measures such as the "dual-track" responsibility system for scientific research management, contracting for scientific research revenue and expenditure accounting, chief expert project responsibility system, and competitive exit mechanism, the enthusiasm and creativity of scientific researchers have been stimulated, and various scientific research tasks have been successfully completed. The scientific research level and technological achievements are at the national advanced level, especially in original innovation, where breakthrough progress has been made. More than 3,000 new compounds have been synthesized and screened, more than 200 active compounds have been discovered, and 20 highly active compounds have been further screened, with 9 compounds undergoing field plot trials and acute toxicity tests. It has successively applied for 37 international and domestic patents, with 1 new pesticide variety with intellectual property rights entering industrialization, 1 new compound undergoing pilot-scale development, and 3 new compounds entering small-scale research. The research institute has successively undertaken about 50 projects including national "Sixth Five-Year Plan," "Seventh Five-Year Plan," "Eighth Five-Year Plan," "Ninth Five-Year Plan," and "Tenth Five-Year Plan" science and technology research projects, "863" projects, and National Natural Science Foundation projects, and possesses a large number of technological achievements. Among them, "Technology Development of the Insecticide Propoxur Technical Material" and "Research and Development of Furanol Technology" won the Second Prize of the National Science and Technology Progress Award. It has successfully developed a series of carbamate pesticides, bringing China's carbamate pesticide production level to the world's advanced ranks. For example, the successful development of the methyl isocyanate (MIC) complete set of engineering technology development project filled a domestic gap and reached the international advanced level, making China the second country after the United States to industrialize MIC production. After technology transfer, it has created cumulative direct economic benefits of more than 1 billion yuan, social benefits of more than 20 billion yuan, and saved more than 30 million US dollars in foreign exchange for the country each year, opening up a new situation for China's MIC industrialization. Hunan Haili Chemical Industry Co., Ltd., a controlling enterprise of Haili Group, is the first high-tech joint-stock enterprise in Hunan Province established with the research institute as the main initiator, and is Hunan Province's * listed company in Shanghai. Since its listing in 1996, it has issued and allotted shares four times, raising a total of approximately 320 million yuan, and has successively controlled or merged six enterprises inside and outside the province.
