Chongqing Public Resources Trading Center
Chongqing United Assets and Equity Exchange Group
Introduction
Chongqing United Assets and Equity Exchange was established in March 2004. It is a key municipal state-owned enterprise approved by the municipal government, a designated institution selected by SASAC of the State Council and the Ministry of Finance to engage in the transfer of state-owned property rights of central enterprises and central financial enterprises, a judicial auction network service provider designated by the Supreme People's Court, and one of the first batch of trading institutions in the country to pass the filing of the inter-ministerial joint conference on cleaning up and rectifying various trading venues under the State Council.
In May 2016, in accordance with the decision and deployment of the State Council to integrate and establish a unified public resources trading platform, the Chongqing Municipal Government integrated five municipal-level trading platforms—engineering bidding, government procurement, mechanical and electrical equipment bidding, land and mining rights transfer, and state-owned property rights trading—to establish the Chongqing Public Resources Trading Center. The Chongqing United Assets and Equity Exchange Group undertakes the corresponding functions and responsibilities, operating under "two signboards, one team," and has become the country's first provincial-level public resources trading platform featuring "strong government supervision, market-oriented operation, and enterprise-based management."
At present, the Group's business covers seven major categories and more than 30 product types, including engineering construction bidding, government procurement, state-owned property rights, land and mining rights transfer, environmental rights and interests, and pharmaceuticals and medical device procurement. Its annual trading scale exceeds 450 billion yuan. It has 3 trading sub-centers, 30 branches, 7 subsidiaries, and more than 500 employees. It has once again been designated by SASAC of the State Council and the Ministry of Finance as a full-category undertaking institution for state-owned property rights trading of central enterprises and central financial enterprises, designated by the National Government Offices Administration as an asset disposal platform for central state organs, approved for an industry-leading postdoctoral workstation and the national standardization pilot for public resources trading services. Its reform experiences in enterprise-based platform integration and intelligent management have been summarized and promoted by the National Development and Reform Commission.
