Safety Research Institute

Shenzhen Urban Public Safety Technology Research Institute (abbreviated as "Safety Research Institute") was innovatively established by the Shenzhen Municipal People's Government and is a wholly-owned enterprise directly supervised by the State-owned Assets Supervision and Administration Commission of Shenzhen. The Safety Research Institute was registered and established in January 2016, and on March 1, then Party Secretary Ma Xingrui and Mayor Xu Qin unveiled the company. The establishment of the Safety Research Institute is a major measure and innovation by the Shenzhen Municipal Party Committee and Municipal Government in exploring urban public safety guarantee mechanisms and utilizing market-oriented and professional services to provide support and guarantee for urban public safety. The Safety Research Institute has always taken urban safety development as its goal, adhered to its public welfare nature, performed public service functions, and is committed to forward-looking, fundamental and comprehensive research in the field of urban public safety. Its business covers urban public safety fields such as natural disasters, accident disasters, public health and social security, providing consulting services and technical support for urban public safety including policy research, risk assessment, monitoring and early warning, emergency rescue, accident investigation and publicity and training. The Safety Research Institute currently has 254 employees, with over 70% holding master's degrees or above. It has established the Shenzhen Work Safety Expert Database and the Fire Safety Expert Database, with more than 500 experts included, covering multiple industry fields such as chemical and hazardous chemicals, metallurgy and industry and trade, transportation, construction, occupational health, and special equipment. Through leapfrog development, the Safety Research Institute has continuously consolidated its foundational capabilities, rapidly strengthened, optimized and expanded itself, and gradually explored an innovative path of "efficiently responding to urban public safety research needs through enterprise-oriented and market-oriented operation models." In the three years since its establishment, it has undertaken more than 300 commissioned projects from government departments (units) at all levels, presided over or participated in 8 national, provincial and municipal research projects, won 3 provincial and ministerial-level science and technology awards, applied for 59 patents, 39 copyrights, and 19 registered trademarks. In the future, under the strong leadership of the Shenzhen Municipal Party Committee and Municipal Government, the Safety Research Institute will position itself at a high standard and pursue high-level development, allocate resources around prominent urban safety issues with rapid response, fully leverage the responsibility of a public welfare state-owned enterprise, and with the proactive internal drive of the enterprise and the wide-caliber cross-departmental integrated innovation effect, strive to build a first-class professional institution in the field of urban public safety that is think-tank-oriented, technology-oriented and platform-oriented with "Shenzhen characteristics, China influence and international vision."
