Beihang University Hangzhou Innovation Research Institute / Graduate School (hereinafter referred to as the Hangzhou Research Institute) is a new high-level research institution jointly established by Beihang University and the governments of Zhejiang Province, Hangzhou City, and Binjiang District. It officially settled in Hangzhou High-tech Zone (Binjiang) in March 2018. The Hangzhou Research Institute is committed to building a platform for technological innovation and innovative talent cultivation in the information field, actively exploring new mechanisms, gathering global innovation resources, and striving to achieve a batch of major original innovations and key technological breakthroughs and applications, aiming to become a first-class talent and innovation highland rooted in Zhejiang with a global vision. Beihang University (abbreviated as Beihang), founded in 1952, is the first institution of higher education in aerospace in New China and is now affiliated with the Ministry of Industry and Information Technology. Since its establishment, Beihang has always received key support from the Party and the state. It is one of the first 16 national key universities and one of the 22 universities that established graduate schools in the first batch after the restoration of the degree system in the 1980s. Incentive evaluation: A PI responsibility system is implemented for high-end talents, granting them a high degree of autonomy over personnel, finance, and materials, to maximize the innovation vitality of the team. We establish a promotion evaluation orientation based on breakthroughs in core key technologies and major applications, not judging by papers alone, and adopt a diversified and market-oriented evaluation system. Innovation and entrepreneurship: We attach importance to technological innovation and industrial application, utilizing the special policies and inherent advantages of Binjiang District to support Beihang teachers and students in entrepreneurship, maximizing incentives for talents to start businesses with their achievements when the technology matures. Housing security: High-end talents at the national, provincial, and municipal levels will receive housing purchase subsidies of 1 million yuan, 800,000 yuan, and 600,000 yuan respectively. Newly introduced master's and doctoral degree holders who meet the requirements will be provided with apartments in the international talent community or rental subsidies of 2,000-4,000 yuan per month. After two years, they can settle in the Scientist Town by the Baima Lake. Care for family: We actively ensure the schooling of the children of introduced talents, with key talents receiving key guarantees. The parents of introduced talents, regardless of household registration, are included in the scope of Binjiang District's elderly care services, with priority arrangements for admission to government-run elderly care institutions. For high-end talents and their spouses and children, we open a green channel for medical treatment and purchase commercial medical insurance and health care services for them. Convenient settlement: Those with a master's degree or above from full-time regular universities (under 50 years old) can enjoy the policy of settling down first and then seeking employment, and their spouses, minor children, adult unmarried children, and parents of both sides who meet the conditions for dependent settlement are allowed to move in.
