Provincial Engineering Consulting

Hubei Province Engineering Consulting Co., Ltd. (hereinafter referred to as the Company) is a comprehensive engineering consulting institution approved by the People's Government of Hubei Province in May 1986, and was a public institution subordinate to the Provincial Development and Reform Commission (formerly the Provincial Planning Commission). In April 2006, the Company was decoupled from the Provincial Development and Reform Commission and transferred as a whole to the management of the Provincial State-owned Assets Supervision and Administration Commission. In June 2014, the Company was wholly transferred to Zhongnan Engineering Consulting and Design Group Co., Ltd., and in July 2015 was merged into Zhongnan Engineering Consulting and Design Co., Ltd. In April 2017, the Company merged and reorganized with Hubei Province Development Planning Research Institute Co., Ltd., and in April 2018, the Company completed its shareholding system reform.
The Company has five management departments: the Comprehensive Office, the Finance Department, the Quality and Technology Department, the Marketing Department (Legal Department), and the Human Resources Department (Party and Mass Work Office). According to professional categories and service directions, it has a total of fourteen business departments. The Company owns five wholly-owned subsidiaries: Hubei Province Development Planning Research Institute Co., Ltd. (Territorial Spatial Planning Center), Hubei Province Changjiang Shushuo Information Consulting Co., Ltd., Hubei Ezi Engineering Cost Consulting Co., Ltd., Hubei Province Development Aviation Investment Consulting Co., Ltd., and Hubei Province Qingchuan Ecological Engineering Technology Co., Ltd., as well as six branches in Yichang, Xiangyang, Shiyan, Exi, Xiantao, and Xiaochi.
The Company currently has 238 employees, among whom 107 have a graduate degree or above, 117 have intermediate or senior professional technical titles, and 118 person-times have registered practice qualifications, forming a high-level, multidisciplinary talent team. It also has a provincial authoritative "expert database" composed of more than 1,000 experts from various industries, and maintains close cooperative relations with more than 200 research institutes and consulting institutions. The Company is a professional degree master's practice base of Wuhan University of Technology, has established industry-university-research cooperation relations with many universities such as Wuhan University, Huazhong University of Science and Technology, Huazhong Agricultural University, Central China Normal University, China University of Geosciences, Hubei University, and China Three Gorges University, and has widely promoted business cooperation with good results.
The Company has corresponding qualifications such as engineering consulting, engineering cost, environmental engineering design Grade B, urban and rural planning Grade B, surveying and mapping Grade B, engineering bidding Grade B, and government procurement Grade B. It is a group member and standing council member of the China Engineering Consulting Association, and a member of the International Federation of Consulting Engineers (FIDIC). In 2002, it passed the ISO9001:2000 quality system international certification of Moody International of the United Kingdom, and in 2016 was recognized as a high-tech enterprise of Hubei Province.
