Guangdong Dongshi Environment Co., Ltd. was established in September 2013 and is a wholly-owned subsidiary of the environmental protection industry segment of Dongguan State-owned Enterprise – Dongguan Industrial Investment Holding Group Co., Ltd. The company adheres to the business philosophy of "social benefits and environmental benefits" and, relying on the Dongguan Haixinsha Comprehensive Resource Utilization Base, is committed to the investment, construction, and operation of environmental protection projects such as the treatment and resource utilization of general solid waste and hazardous waste, urban ecological environment restoration, and environmental education.
In June 2017, the waste-to-energy incineration project of Machong Environmental Protection Electrothermal Plant was completed and put into operation.
In July 2017, the Dongshi Circular Economy Education Base opened, which attracted social attention and praise. It was awarded the title of "Dongguan Environmental Education Base" by the Dongguan Environmental Protection Bureau, and in December 2018, it was awarded the title of "Guangdong Environmental Education Base" by the Department of Ecology and Environment of Guangdong Province, winning a good social reputation.
In July 2017, the new energy company jointly established Dongguan New Dongyue Environmental Protection Industry Co., Ltd. with the Xiegang Town Government and Yuefeng Environmental Protection Company, carrying out the investment, construction, and operation of the southeastern sanitary landfill. The first phase project was completed and put into operation in June 2018, and the second phase project is planned to start construction in 2020.
In October 2017, the recent engineering project of the Machong Environmental Protection Electrothermal Plant (the kitchen waste resource utilization project) began commissioning with materials, providing collection, transportation, and treatment services for kitchen waste across the city. The long-term project began commissioning in March 2019.
In 2018, on the basis of operating existing projects, the new energy company focused on the preparation for the construction of the Dongguan Haixinsha Comprehensive Resource Utilization Center and actively promoted the implementation of a number of projects such as the treatment and disposal of kitchen waste and green waste in the southeast region.
[Dongguan Haixinsha Comprehensive Resource Utilization Base]
The Dongguan Haixinsha Comprehensive Resource Utilization Base is located on Haixinsha Island, Dabu Village, Machong Town, Dongguan City. This project is an important project to address the shortcomings of Dongguan's solid waste treatment and disposal infrastructure and to enhance the harmless treatment and disposal capacity of domestic waste and solid waste. The project covers a total area of approximately 596.95 mu, with a total investment of over 4 billion yuan. It is divided into four zones (A, B, C, and D) based on industrial functions: Zone A is a green industrial service project, covering approximately 303 mu, planned to treat 408,000 tons of industrial waste per year, recycle 1.5 million waste packaging barrels per year, and build an environmental education center; Zone B is a transportation management center project, covering approximately 43 mu, planned to build a management office building and maintenance workshop to manage and dispatch garbage transport vehicles from the Haixinsha Center; Zone C is the Haixinsha Environmental Protection Thermal Power Plant, covering approximately 105 mu, planned to build a 2,250-ton-per-day domestic waste incineration and disposal project; Zone D is a public utility project, covering approximately 146 mu, intended to construct industrial supporting pipelines, underground comprehensive pipelines, water supply and drainage, and other public supporting facilities.
Currently, Dongshi New Energy Company is following the requirements of the Dongguan Municipal Party Committee and Municipal Government of "high starting point planning, high standard construction, and high level operation" to build the Dongguan Haixinsha Comprehensive Resource Utilization Base into an environmental protection calling card for Dongguan City, a showcase window for the circular economy of the Guangdong-Hong Kong-Macao Greater Bay Area, a "environmental protection pearl" in southern China, and a benchmark project for national-level resource recycling bases.
